Overview
The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare and juvenile justice services and community supports. ACS manages community‑based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
ACS’ Nicholas Scoppetta Children’s Center (NSCC) is a 24‑hour shift‑based operation providing services for New‑York City’s highly vulnerable population of abused and/or neglected children who have been removed from their parents or caregivers. On average, the Children’s Center serves approximately 2,500 unique children entering or re–entering the foster care system as they await transition to return home, stay with kin, or placement in longer‑term foster care settings.
For this role, the Childcare Manager will lead the NDCC team, oversee the intake process, and ensure a trauma‑informed environment for children and youth in their temporary residency.
Salary: $95,000–$105,000.
Responsibilities- Manage the daily operation and functions of Child Welfare staff related to intake, safety, placement and stability.
- Oversee daily residential functions within the Center.
- Ensure the intake process is trauma‑informed and supports the therapeutic milieu.
- Support the development of a trauma‑informed therapeutic environment at the NSCC.
- Adhere to all operational guidelines, preparing daily reports as needed.
- Ensure qualitative assessments address child safety, needs and placement recommendations.
- Collaborate with multidisciplinary teams, including medical doctors, nurses, education specialists, social workers, mental health professionals, case planners, Safe Horizon consultants, youth advocates, and other staff supporting the milieu.
- Implement strength‑based guidelines and procedures to assess and aid service delivery.
- Communicate program standards, providing feedback and supervision to staff in both oral and written formats.
- Assist with developing and maintaining consistent data‑tracking systems for documentation and performance indicators.
- Set long‑range goals aligned with program and agency objectives, priorities, and schedules.
- Attend inter/intra‑agency meetings to share information and inform policy and procedure development.
The position requires working various shifts, including evenings, overnights, weekends and holidays.

- A master’s degree in social work from an accredited school of social work and four years of full‑time, paid professional experience in a child‑care institution or in group work with children in a child‑care setting, including two years in an administrative capacity.
- A master’s degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full‑time paid professional experience as described above, including two years in an administrative capacity.
- Education and/or experience equivalent to above, with a total of two years of administrative experience in a child‑care setting.

Residency RequirementNew York City residency is generally required within 90 days of appointment. City employees who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
