Position SummaryUnder general supervision, the incumbent must exercise reasonable initiative and independent judgment to ensure timely, efficient, and effective services are provided. The position performs technical work inspecting utility construction to ensure compliance with legal regulations, City Standards, and construction plans/specifications. Reports to Utilities Engineering Manager.
Essential Duties and Responsibilities- Inspect infrastructure, maintenance, developer, and capital improvement projects to ensure compliance with regulations, City’s standards, approved drawings, and technical specifications.
- Enforce approved construction standards and technical specifications; recognize deviations and bring them to the supervisor.
- Recognize potential problems and violations; discuss necessary modifications and ensure corrective measures are carried out.
- Maintain daily records of installed quantities, field problems or changes, valve locations, and keep construction drawings from initiation to completion.
- Coordinate with Operations and Maintenance personnel on utility shutdowns and line stops.
- Use GPS equipment or tablet to determine coordinates or locations of valves, fittings, and other utility features.
- Prepare daily reports of construction activity and investigate citizen complaints relating to utility construction.
- Assist project managers and design professionals during the development of plans and specifications through field research and verification.
- Manage e‑mails, voicemails, and daily tasks effectively, reprioritizing as necessary to meet project deadlines.
- Initiate change, creativity, collaboration, pride, and accountability.
- Knowledge of construction materials, methods, and equipment common to public utilities.
- Knowledge of applicable legal and administrative regulations pertaining to public utilities.
- Knowledge of the basic principles of utilities engineering related to utilities construction.
- Knowledge of Florida Department of Environmental Protection, FDOT, and local permitting agency regulations and policies.
- Mathematics including algebra and trigonometry.
- Current AWWA Standards and Ten State Standards for water and wastewater utility installation and testing.
- Ability to utilize laptop computers, tablets, and GIS maps/databases in the field.
- Establish and maintain effective working relationships with contractors, permitting agencies, and the general public.
- Read and interpret blueprints, plans, and specifications applicable to utility works construction.
- Understand occupational hazards, follow safety rules, and utilize related safety devices.
- Make detailed and technical inspections, and enforce regulations.
- Understand, and work from, oral and written instructions.
- High School diploma or GED.
- State of Florida Water Distribution Operator and/or Wastewater Collection Operator certification is desirable.
- Minimum of seven (7) years of progressively responsible experience in public works, site development, construction materials testing, maintenance, and/or repair.
- Five (5) years inspector experience with a utility, construction company or engineering firm in construction and/or design of utilities.
- Associate degree in Engineering, Construction, or Environment plus minimum of four (4) years experience in site construction, public works construction management; or an equivalent combination of education, training, and experience.
- Valid Florida driver’s license and insurance coverage.
- National Incident Management System (NIMS) training required within one (1) year of employment.
- Florida Maintenance of Traffic (MOT) Certification within one (1) year of hire.
