Overview
Capital Construction Manager- - Onsite New York rak is transforming New York Penn Station through a multibillion-dollar public-private partnership. The Manager of Capital Construction will play a critical role on the New York Penn Station Transformation team, driving this effort forward. The role requires advanced knowledge of construction management processes and controls, planning and evaluating project activities with limited supervision, and regular analytical reporting to senior staff and external stakeholders.
EssentialFunctions
- Directs, manages, and coordinates construction of projects and programs to ensure critical issues are addressed.
- Oversees project management functions including design, resource planning, scheduling, cost control, reports, and closeout for design and construction.
- Implements technical standards, policies, and procedures related to construction.
- Coordinates construction activities between Amtrak personnel and contractors; ensures effective utilization and scheduling of third-party labor.
- Builds and maintains relationships with internal/external customers and communicates effectively.
- Maintains a teamwork environment across the NYPennT team.
- Assists with scope development, scheduling, estimates, and cost-control for short- and long-term planning.
- Prepares construction cost estimates and schedules in coordination with senior managers.
- Prepares force account resource requests and tracks resources.
- Oversees project budgets and understands SSSWP requirements and approval processes to maintain schedules.
- Oversees development and implementation of construction-related safety plans and ensures compliance with applicable requirements.
- Oversees construction inspection and reporting to ensure compliance with Amtrak, FRA, and regulatory standards.
- Bachelor’s Degree required or an equivalent combination of training, education, and relevant experience.
- 9+ years of relevant experience preferred; 7 years required.
- Extensive railroad industry experience or relevant construction/field production experience.
- Demonstrated project/construction management and supervisory experience; planning, scheduling, budgeting, and cost control.
- Knowledge of FRA regulations, OSHA requirements, and other regulations; ability to ensure compliance.
- Proficiency with PC-based software (Word, Excel) for budgets and correspondence.
- Ability to work under tight time constraints, pressure, and multiple priorities.
- Experience with project or construction management in railroad tracks, structures, facilities, signals, and electric traction systems.
- Strong interdepartmental leadership and problem-solving abilities; extensive railroad maintenance and construction experience.
- Knowledge of Amtrak policies, NORAC rules, RWP, AMT2, MW1000; understanding labor agreements.
- Strong cross-functional collaboration and stakeholder management.
Excellent oral and written communication skills.
Compensation and BenefitsThe salary range is $113,200–$146,664. Pay is based on education, experience, certifications, and internal equity. Amtrak offers a comprehensive benefits package including health, dental, vision, HSA, wellness programs, 401(k) with employer match, life insurance, disability insurance, paid time off, and other programs. Travel up to 75% may be required, and relocation is not offered for this position.
