The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self‑sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS’s mission is to support the daily, emergent, and long‑term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue‑producing computer matches, claiming systems, and personnel systems.

Responsibilities
  • Utilize computer software to design and develop multi‑media digital assets, including animations, dynamic visual content, models, illustrations, motion graphics, charts, and graphs; conceptualize scripts into engaging and clear video and print presentations that help individuals efficiently acquire knowledge and skills; design interactive, engaging videos that enable users to learn intuitively, improving the overall user experience; create clear, easy‑to‑understand visual content, including animations, tutorials, and demonstrations.
  • Ensure all video content adheres to established branding, style guidelines, and accessibility standards, including incorporating closed captions, text‑to‑speech, ASL, and multilingual voiceovers when needed; plan creative approaches and production for website design, infographics, logos, color palettes, style guides, and image libraries.
  • Select media and processes to be used for deliverables; apply established design standards and collaborate with team members to create engaging video content for diverse delivery methods—including mobile, online, video, and other widely used delivery methods; identify digital asset needs, text‑to‑voice conversion requirements (multiple languages and ASL), and program brand guidelines for video production.
  • Work closely with instructional designers, subject matter experts, developers, and stakeholders to ensure video content aligns with learning objectives and business goals.
  • Share drafts of videos with stakeholders for review and collect feedback on content, clarity, and design; analyze, synthesize, and implement feedback from stakeholders; address any revisions, adjustments, or additional input; collect feedback from users and stakeholders to analyze the effectiveness of videos and initiate revisions as needed; test videos for technical quality (sound, visuals, accessibility) and ensure they meet branding guidelines;

    coordinate the release of videos across appropriate channels such as learning management systems, websites, or mobile platforms.
  • Communicate project data via presentations and reports with stakeholders; track key development metrics (e.g., text‑to‑voice conversion, script‑to‑video progress, and asset design) to provide project management data, assisting in the forecasting of project timelines and completion.
  • Document any difficulties encountered, such as issues with application, script clarity, or review cycles; highlight the strategies, tools, and processes that were particularly effective during the project; identify specific actions or adjustments that should be made for future video projects to improve efficiency, collaboration, or outcomes.
