While embracing the vision and values of Mohawk Valley Community Action Agency and all related policies and procedures, this position is responsible for the conduct and administration of the Head Start and Early Head Start Program and the agency Child Development centers according to the policies prescribed by the U.S. Department of Health and Human Services/Administration for Children and Families, Federal and New York State Office of Children and Families Services Regulations, the Board of Directors and Policy Council.
ESSENTIALFUNCTIONS
- Responsible for the day-to-day operations of all Head Start/Early Head Start Centers and Child Development Centers.
- Personnel administration which includes hiring, supervising, evaluating, and terminating Head Start and Child Development staff member within Personnel Policy Guidelines.
- Developing and administering grant applications and funding based on program needs.
- Coordinating services to the program including other agency services/programs.
- Oversees planning, conducting or otherwise making provisions for the Head Start Training and Technical Assistance Plan and Budget.
- Developing an atmosphere of support for Mohawk Valley Community Action Agency and the Head Start/Child Development Programs in the community.
- Reporting to Policy Council and the Board of Directors as required.
- Ensures that necessary planning is accomplished to achieve current and future goals and objectives.
- Develop outreach and marketing plans to achieve full enrollment.
- Develops and monitors the Head Start/Early Head Start and Child Development budgets.
- Maintain positive working relationships with team members, internal customers and external vendors.
- Ensures that the program context is developmentally appropriate for the different age groups served in the Head Start/Early Head Start and Child Development programs.
- Evaluating the program in cooperation with Policy Council and Board of Directors.
- Responsible for building and maintaining positive working relationships with team members, internal customers and external vendors.
- Supports program School Readiness goals and objectives.
- Understands, generates and documents in-kind and other allowable costs applied toward the non-federal share requirement.
- Adheres to agency personnel procedures.
- Demonstrates commitment to mission, values and policies of the agency.
- Understands and supports MVCAA, Inc. Supervision of Children Policy.
- Performs other duties as assigned to ensure the successful execution of the program.
- BS or BA in education, social work, psychology or related field.
- Familiar with the Head Start Program/Child Development Programs.
- Able to work with a wide variety of people, including those that currently are in poverty.
- Management and supervisory experience.
- Ability to make presentations to groups, agencies, and potential funding sources.
- Ability to construct and monitor program budgets.
- Knowledge of the field of early childhood development.
- Good written and oral communication skills.
- Knowledge of Federal and NYS Early Childhood licensing regulations and building code standards.
- Knowledge of resources for children who have special behavioral and/or learning problems encountered by Head Start and Child Development children.
- Willing and able to travel to all sites, trainings, etc. as necessary and requested.
- Basic computer literacy.
- Ability to exercise discretion and maintain confidentiality and privacy.
- Background check and fingerprint screen.
