Financial Incentives for Energy Efficiency UpgradesThe Affordable Multifamily Program Upstate provides valuable financial incentives when you make energy efficiency upgrades to your multifamily buildings. The program supports a wide variety of projects from prescriptive upgrades, weatherization, and resilience enhancements, to building electrification, and comprehensive deep energy retrofits.
How the Program WorksThe program offers incentives for upgrades using a flexible incentive structure. You can access incentives for each upgrade type. The following shows the four upgrade types and an example of each.

Prescriptive Direct install upgrades, such as low flow aerators and appliances
Weatherization Insulation and air-sealing upgrades, such as roof and wall insulation and door sweeps
Electrification High-efficiency building electrification upgrades for space heating and cooling and domestic hot water, such as mini-split systems and heat pump water heaters
Deep Retrofit Upgrades that could support transition to net zero, such as heat recovery ventilation and envelope overclad
Two Options to Access IncentivesTo get started, you can either work with a NYSERDA-approved contractor or you can opt for more comprehensive project support through our complimentary concierge service.
Option 1: NYSERDA-Approved ContractorFind a Multifamily Residential Energy Pathways (MREP) contractor to help you apply to the program, choose the program-approved upgrades that work for you, develop the scope of work, and review and meet program requirements. Our contractors are experts in building science, energy efficiency and installation, and they’ll work directly with you to plan and implement your project.
Work with a NYSERDA-provided to guide you through the entire project, start to finish. Our concierge will offer complimentary project support such as:
- Application support
- Building assessments
- Scoping support
- Construction monitoring
- Project close out /ul>Building Requirements
- Existing buildings with 5+ units where at least 50% of the building’s gross heated square footage is residential space. Mixed-use buildings are eligible provided they meet this requirement.
- Income qualified multifamily building(s) based on chart below:
- Central Hudson (Central Hudson Gas & Electric Corporation)
- Con Edison (Consolidated Edison Company of New York, Inc.)
- National Grid (Niagara Mohawk Power Corporation)
- NYSEG (New York State Electric and Gas Corporation)
- Orange and Rockland Utilities, Inc.
- RG&E (Rochester Gas and Electric Corporation)
Minimum Thresholds
5–10 units At least 50% of units are, or are expected to be, occupied by households earning not more than 80% of the Area Median Income or State Median Income, whichever is higher.
11+ units At least 25% of the units are, or are expected to be, occupied by households earning not more than 80% of the Area Median Income or State Median Income, whichever is higher.
How to Apply3>
1. Work with your MREP contractor or your concierge service provider to submit an application. Whether you’re working directly with a contractor, or you’ve partnered with a concierge, these project partners will help walk you through the requirements documents and help you apply.
2. If you don’t yet have a contractor, contact NYSERDA. Our team will discuss your project and confirm this program seems like the right fit. From there, we’ll also help you find a participating contractor, or if you’re looking for a bit more support, we’ll get you set up with our concierge service.

System Benefits Charge (SBC)/NYSERDA Clean Energy FundNYSERDA is primarily funded by state ratepayers through the System Benefits Charge (SBC) / NYSERDA Clean Energy Fund on their electric utility bill. These funds support energy-efficiency programs, research and development initiatives, low-income energy programs, and environmental disclosure activities.
