Commissioning Close-Out Lead The Commissioning Close-Out Lead is responsible for managing, coordinating, and executing all commissioning, testing, and close-out activities associated with the Queens Midtown Tunnel Retaining Wall project. This role ensures that all systems, documentation, inspections, and turnover deliverables are completed in accordance with MTA‑TBTA, NYSDOT, and contractual requirements.
Position Overview- Lead and manage the project’s Commissioning Plan and testing procedures.
- Oversee field testing activities for structural, drainage, lighting, electrical, and safety-related systems.
- Coordinate testing schedules with contractors, TBTA operations, QA teams, and stakeholders.
- Verify that all commissioning activities comply with MTA‑TBTA standards, contract specifications, and applicable codes.
- Manage deficiency & retesting, ensuring closure before acceptance.
- Coordinate access windows and shutdown periods with TBTA operations.
- Serve as primary point of contact and facilitate close‑out progress meetings.
- Review and approve commissioning documentation, test reports, and final documentation.
- Ensure all final documentation meets TBTA formatting and submission standards.
- Support audits and regulatory inspections as required.
- Commissioning & Testing: develop, implement, manage the project’s commissioning plan, oversee field testing, coordinate schedules, verify compliance, manage milestones.
- Close‑Out Management: lead all close‑out processes, maintain logs, punch lists; coordinate training; review O&M manuals, SOPs, MOPs, warranties; ensure readiness checklists and pre‑turnover walkthroughs.
- Documentation & Quality Control: review and approve documentation, validate deficiencies, maintain accurate records, deliverable matrix.
- Health, Safety & Compliance: enforce safety protocols, environmental requirements, TBTA regulations, and support audits.
- Bachelor’s degree in engineering, construction management, or related discipline (or equivalent experience).
- Minimum 5–10 years of experience in commissioning, project close‑out, or construction management.
- Proven experience on transportation infrastructure, tunnel, retaining wall, or heavy civil projects.
- Familiarity with MTA‑TBTA, NYCDOT, NYSDOT or similar agency standards.
- Strong understanding of QA/QC, testing procedures, and compliance documentation.
- Exceptional organizational and communication skills.
- Experience with mechanical/electrical systems associated with tunnel or roadway infrastructure.
- Prior work on MTA/TBTA projects or other NYC agencies.
- Certifications such as CxA, PE, CCM, or PMP.
- Experience using project management platforms (eBuilder, PMWeb, Procore, etc.).
- Detail‑oriented record‑keeping and documentation control.
- Ability to coordinate multiple stakeholders and technical teams.
- Strong analytical and problem‑solving skills.
- Schedule management and milestone tracking.
- Ability to work in active tunnel environments.
- Strong interpersonal and negotiation skills.
- Testing & Acceptance Milestones (hold points, witness points, TBTA sign‑offs, FAT/SAT testing, verification/validation).
- Deficiency & Retesting Management (tracking, coordinating retesting, managing corrective actions).
- Access / Shutdown Coordination (access windows, nighttime/weekend closures, testing periods).
Work Environment Requirements
- Perform field inspections within tunnel and roadway environments.
- Access work areas that may require climbing, walking long distances, and wearing PPE.
- Work may be performed during nights or weekends in accordance with TBTA closures and operational schedules.
- Hourly rate: $45–$50 per hour, depending on experience and qualifications.
- Exceptional candidates may be considered for compensation outside this range, consistent with client budget and company policy.
