• Bachelor's degree in engineering or related field.
• Seven (7) years' experience in cost estimating or contract pricing for major capital projects.
• ASPE and/or AACE International certifications are desirable.

• Lead project-specific estimating teams.
• Compile and analyze cost factors, including materials, labor, equipment, and profit.
• Perform complex cost estimates and analyses for capital and professional services projects.
• Evaluate deliverables for cost containment, accuracy, and completeness.
• Evaluate quotes, bids, change orders, value engineering, and claims for accuracy.
• Acquire and evaluate pricing and historical vendor data.
• Forecast costs for future and ongoing projects.
• Prepare technical reports and present recommendations.
• Develop and implement cost estimation standards and tools for Metro capital budgets and project designs.
• Conduct needs assessments.
• Prepare Independent Cost Estimates for contracts, changes, and claims.
• Provide cost and price analyses of consultant and contractor proposals.
• Review and comment on consultant estimates.
• Support funding validation requests.
• Support Metro audit services with technical analyses.
• Conduct construction market and bidding trend analyses.
• Continuously improve cost estimating functions.
