The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire a Project Manager for a position with Regulatory and Engineering Programs within in the Watershed Protection Programs Directorate, located in Kingston, New York. The Regulatory & Engineering Programs section within the Bureau of Water Supply’s WPP directorate is responsible for the administration of DEP’s Watershed Regulations which govern land development activities in the NYC watershed.
Duties
Under general supervision, the Project Manager will assist the senior engineer and an associate project manager in the review and approval of various regulatory permit applications including, Subsurface Sewage Treatment Systems (SSTS), Stormwater Pollution Prevention Plans (SWPPP), and Variances. The candidate will conduct field investigations related to soil testing, SSTS open works inspections, active SWPPP construction site inspections, wastewater treatment plant inspections, and watercourse determinations.

Additionally, the candidate will prepare written reports, create maps, and enter data in the division’s regulatory database. Specific duties include:

  • Performing technical reviews of applications submitted to DEP for wastewater projects including subsurface sewage treatment systems, sewer systems, sewer connections, sewer extensions and wastewater treatment plants. Performs technical reviews of applications submitted to DEP for stormwater pollution prevention plans. Determining compliance with Watershed Rules & Regulations (WRR), and related federal, state and local codes based in part on a sufficient grasp of wastewater engineering.

    Preparing written comments under the attention, direction and appraisal of immediate supervisor. Alerting supervisor of all issues and incidents as they occur in the City’s watershed.
  • Performing technical review/inspection of NYC Land Use Permit applications in accordance with good engineering practice in an effort to achieve the Agency’s water quality goals.
  • Assisting with the implementation of programs and tasks required under the USEPA Filtration Avoidance Determination by processing contractor payments, compiling technical input, tracking progress, monitoring site conditions, and assisting with the preparation of annual reports.
  • Developing initial site data utilizing all available information to determine suitability of proposed projects. Conducting site visits that may be in conjunction with submitted Pre-Applications. Witnessing soils tests to determine the suitability of a site for the placement of wastewater treatment systems and stormwater practices. Preparing comprehensive field reports and communicates results to supervisor, applicant and other reviewing agencies.
  • Utilizing the Geographical Information System (GIS) and agency database for project review, incorporating a wide variety of layers including soils, hydrology and topography during review of projects.
  • Conducting site inspections to ensure that construction activity is undertaken in compliance with approved plans and all applicable Regulations. Preparing database entries from site visits and field reports that record project progress. Reporting suspected plan inconsistencies, and potential or existing deficiencies to supervisor.
