Summary

The Assistant Director, Project Management, is responsible for managing capital & operating project delivery in Technical Services within the Bridges & Tunnels business unit of the MTA Construction and Development (C&D) Delivery Department. The role ensures project delivery is safe, efficient, on schedule, within budget, and compliant with project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines. Key responsibilities include supervising electrical engineering work, conducting in‑house design, preparing biddable construction packages, and coordinating project delivery activities with C&D and operating agency personnel.

Responsibilities
  • Lead projects or designated program initiatives and supervise activities performed by internal staff and consultants in mechanical engineering.
  • Perform in‑depth review of consultant and in‑house prepared mechanical design work for capital and major maintenance programs.
  • Conduct regular meetings with consultants to discuss, clarify, and resolve design issues.
  • Certify to the Director that finished designs are complete, constructible, and approved for construction.
  • Recommend solutions to senior management for the resolution of critical issues.
  • Prepare in‑house mechanical design projects, set schedules, inspect sites, and develop biddable packages including specifications and bid sheets.
  • Review and approve shop drawings.
  • Coordinate with MTA operating agency staff to ensure necessary actions, approvals, and resources support project delivery.
  • Ensure project activities follow established requirements and adhere to all relevant standards, codes, regulations, policies, and procedures.
Education & Experience
  • Bachelor’s degree in Civil Engineering.
  • Minimum of eight (8) years related experience, including at least four (4) years in the management of construction projects, as a project technical lead, or in a supervisory role.
  • Licensed Professional Engineer preferred.
  • Valid driver's license required.
  • Proficient knowledge of buildings, bridges, and tunnels’ civil engineering principles and practices.
  • Proficient in HVAC design, plumbing, and fire suppression design processes.
  • Detailed knowledge of applicable mechanical, plumbing, fire suppression, building, and energy codes and standards.
  • Excellent communication and interpersonal skills.
  • Ability to work in a high‑profile, high‑pressure environment.
  • Strong organizational effectiveness, continuous improvement, and change‑management skills.
  • Team‑building, listening, problem‑solving, and prioritization skills.
  • Proficient computer skills (Windows environment, Microsoft Office, People Soft, Oracle, etc.).
  • Proficient in mechanical CAD drafting.
