Job Description

Parsons is looking for an amazingly talented Construction Manager to join our team on the premier Infrastructure project: the Gateway Hudson Tunnel Project (HTP) in New Jersey. This 15‑year master service contract involves strategic advisory services, project and construction management, and stakeholder coordination.

What You’ll Be Doing

We are seeking an experienced Construction Manager with a minimum of 15 years in the field to oversee the Gateway Hudson Tunnel Project (HTP) New Jersey Surface Alignment (NJSA) package.

Responsibilities include:

  • Direct and supervise all construction activities, including contractor oversight and coordination with project stakeholders.
  • Administer the Safety and Security Management Plan (SSMP), ensuring compliance with safety protocols, thorough incident reporting, and implementation of proactive risk mitigation measures.
  • Guarantee that all construction work meets technical specifications, contractual obligations, and regulatory requirements.
  • Oversee special inspections, testing services, and comprehensive quality assurance processes.
  • Manage site logistics, including utility coordination, maintenance, cleaning, repairs, and building management procedures.
  • Maintain schedule management functions, including Integrated Master Schedule, milestones, and timely completion of construction phases.
  • Lead cost and budget management activities such as forecasting, monitoring cash flow, and supporting requisition and invoicing processes.
  • Prepare detailed project reports (monthly, quarterly, annual) covering safety, quality, environmental, financial, and milestone progress.
  • Maintain rigorous change control procedures for schedule and budget baselines.
  • Supervise and mentor construction management personnel (Resident Engineers, field engineers, Quality Inspectors).
  • Facilitate stakeholder communications, lead meetings, and maintain documentation.
  • Collaborate with design, procurement, and technical teams to resolve construction challenges, implement design modifications, and integrate project packages.
  • Manage interface coordination across project segments and resolve interface-related issues.
  • Ensure compliance with NEPA, permitting requirements, and other environmental and regulatory standards.
  • Oversee execution of the Quality Management Plan (QMP) and quality control programs.
  • Lead risk management initiatives, maintain risk registers, facilitate analyses, and support contingency planning activities.
  • Provide technical assessments regarding changes to project scope, schedule, and cost; manage negotiation strategies and responses to claims and change orders.
  • Represent the Construction Management Team in meetings with regulatory bodies, community stakeholders, and external partners.
  • Support government affairs, outreach programs, and communications initiatives.
Required Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline (advanced degree preferred).
  • Minimum of 10 years of experience managing large‑scale infrastructure or transportation construction projects.

  • Demonstrated leadership in managing multidisciplinary teams and complex field operations.
  • Extensive knowledge of federal, state, and local regulations, including NEPA, permitting, and safety standards.
  • Advanced expertise in project controls, scheduling, cost management, and risk assessment.
  • Proven experience in quality assurance, special inspections, and technical documentation.
  • Excellent communication, organizational, and problem‑solving abilities.
  • Proficiency in project management information systems (PMIS) and Microsoft Office Suite.
Preferred Qualifications and Skills
  • 4‑year Bachelor of Science degree in Civil Engineering with adequate coursework in geotechnical engineering (Master’s preferred) or CMAA certification in Construction Management.
  • 8–12 years of related heavy civil work experience preferably in the Northern New Jersey/New York City area.
  • EIT (Engineer‑in‑Training) certification;
    Professional Engineer registration in New Jersey preferred or ability to obtain PE registration.
