Project Manager

NYC Department of Environmental Protection (NYC DEP) is the largest combined municipal water and wastewater utility in the country. The Bureau of Environmental Planning and Analysis (BEPA) leads environmental reviews and provides technical assistance to other City agencies.
Project Manager (City Research Scientist II, Environmental Impact Analysis & Technical Review), located in Queens, NY, is responsible for managing environmental impact analyses related to population growth and development for stormwater, wastewater, and water supply systems, as well as other DEP initiatives.

Responsibilities
  • Lead environmental impact analyses on population growth and development for stormwater, wastewater, and water supply systems.
  • Supervise staff and consultants in conducting environmental assessments related to land use, affordable housing initiatives, ULURP, and SEQR/CEQR cases.
  • Evaluate complex environmental issues, perform scientific research, and develop planning reports to support administrative goals.
  • Conduct stormwater, wastewater, and water supply capacity need assessments and mitigation planning, including Master Planning and Strategic Initiatives.
  • Analyze population density and development trends affecting sewer, wastewater treatment capacity, pollutant loadings, and New York Harbor water quality impacts.
  • Coordinate environmental review cases among DEP bureaus and with other agency partners.
  • Prepare findings and recommendations for upper management; present results to stakeholders.
  • Interpret and explain legal, technical, and procedural aspects of environmental review to the public.
  • Perform related duties as required.
Minimum Qualifications
  • Master’s degree in physical, biological, or environmental science or public health (Assignment Level I).
  • Doctorate or equivalent experience plus at least one year of full‑time supervisory or administrative experience in the appropriate field, or a master’s degree with three years of full‑time research experience; equivalent education/experience may substitute for these requirements.
  • All candidates must hold at least a master’s degree and have at least two years of relevant experience as described above; two years as a City Research Scientist Level I may substitute for the required experience.
Preferred Skills
  • Experience with NYC environmental review processes, familiarity with NYC infrastructure, land use procedures, and permitting.
  • At least three years of professional experience in SEQRA/CEQR analysis and/or project management.
  • Familiarity with DEP’s wastewater systems and the City’s land use and zoning process.
  • Strong analytical, research, and reporting skills; ability to carry out assigned tasks decisively and accurately.
  • Excellent written and oral communication, organizational, and record‑keeping abilities.
  • Ability to exercise judgment while critically analyzing diverse environmental consultant work.
  • Effective coordination with senior managers, staff teams, and consultants to meet strategic objectives.
  • Diplomatic engagement with the public, governmental officials, professionals, technical personnel, and other City employees.
Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. City employees who have worked for the City for two continuous years may also be eligible to reside in specific counties outside NYC.
