DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system includes 19 reservoirs and 3 controlled lakes stretching 125 miles across the watershed.
The Office of Green Infrastructure and Cloudburst Design and Construction, under the Bureau of Sustainability (BOS), is seeking a Deputy Director of Stormwater Resiliency to lead Stormwater Resiliency and Cloudburst Management Facility Plans, applying a holistic water management approach to improve water quality, climate resiliency, and demand management.
Responsibilities- Oversee the Stormwater Resiliency unit, including the Cloudburst and Onsite Green Infrastructure team, portfolio, and Construction Management team.
- Supervise 15–20 engineers, landscape architects, inspectors, and project managers.
- Ensure project and programmatic goals, monitor project schedules, budget constraints, design/construction documents, and regulatory compliance for Cloudburst and Onsite Green Infrastructure projects.
- Provide day‑to‑day guidance and oversight of subordinates’ work assignments, motivation, coaching, time and leave approval, performance evaluations, and staffing needs.
- Coordinate with the Right of Way Green Infrastructure unit on Cloudburst stormwater management projects.
- Deliver presentations at conferences showcasing the unit’s Green Infrastructure projects and efforts.
- A valid New York State Professional Engineer License and four years of full‑time experience in environmental engineering.
- A master’s degree in environmental engineering from an accredited college is accepted as equivalent to one year of full‑time experience in environmental engineering.
To be eligible for placement in Assignment Level II or III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
Preferred Skills- 7–10 years of experience in design and review of stormwater management practices, site and facility inspections for stormwater, water quality, and/or erosion control projects.
- Experience in green infrastructure planning, layout and detailed contract drawings, specifications, shop drawing review, field inspections, investigations; basic experience with ArcGIS and AutoCAD; high proficiency with Microsoft Suite (Word, Excel, PowerPoint).
- Knowledge of applicable stormwater regulatory requirements and local guidelines.
- Excellent communication, negotiation, and conflict resolution skills.
- Experience with contract management, development of scopes, project scheduling, and budget tracking; PMP certification strongly preferred.
- Ability to lead and mentor technical design teams preparing planning studies, engineering estimates, design, and quality reviews for municipal water and wastewater integrated Green Infrastructure and resiliency programs.
- Ability to assess consultant/contractor performance based on contract requirements and evaluate project progress regularly to maintain schedule compliance.
- Experience with detail site layout and grading, drainage, and stormwater management design.
- Familiarity with pollutants of concern, BMPs, green infrastructure, low‑impact development, permitting, equipment, materials, codes and standards, shop/field testing.
- Possession of a valid motor vehicle driver license in the State of New York with no restrictions.
