Position Overview
The Telecommunications Consultant serves as the City’s subject‑matter expert for 5G network expansion, wireless infrastructure applications, and right‑of‑way telecommunications matters. This role is responsible for performing comprehensive technical and municipal compliance reviews of all 5G‑related applications submitted by telecommunications carriers, evaluating small wireless facilities, advising on infrastructure upgrades, and supporting the City in maintaining safe, efficient, and compliant wireless deployment within municipal boundaries.
The Consultant acts on behalf of the City in coordinating directly with telecommunications companies, utility providers, engineering staff, and governing officials to ensure that all proposed installations meet regulatory, operational, and industry standards.
Evaluate applications for 5G services, including Small Wireless Facility Siting Permit submissions and any related zoning or construction requests.
Verify compliance with local ordinances, state regulations, federal wireless facility standards, and best practices.
Conduct high‑level technical assessments of proposed wireless installations, including equipment specifications, pole attachments, and site viability.
Review and analyze right‑of‑way use agreements, ensuring alignment with municipal requirements and long‑term planning objectives.
Assess existing utility poles, proposed smart poles, and any associated telecommunications equipment.
Provide direction regarding infrastructure needs, potential modifications, and compatibility with the City’s long‑term telecommunications plan.
Review structural analyses, RF exposure compliance data, power load information, and engineering drawings where applicable.
Serve as a technical advisor to the City Manager’s Office, Engineering and Construction Departments, and the Governing Body.
Attend meetings, hearings, and planning sessions to provide expert input related to 5G network deployment.
Offer recommendations regarding telecommunications improvements, infrastructure upgrades, and system optimization.
Prepare clear guidance, written memoranda, and project summaries to support municipal decision‑making.
Act as the primary liaison between the City and telecommunications carriers, utility companies, and technology vendors.
Address questions from applicants regarding municipal requirements and review processes.
Advise City officials on industry trends, regulatory updates, and emerging technologies affecting wireless expansion.
Perform case‑by‑case analyses for telecommunications matters not directly tied to application reviews, as requested by the City.
Evaluate existing and potential future actions to improve municipal telecommunications infrastructure.
Prepare plans, recommendations, and implementation steps for identified improvements.
Support the City’s evaluation and management of its telecommunications assets, including City‑owned towers located at:

Provide detailed activity logs in 15‑minute increments documenting all work performed.
Submit monthly billing statements broken out by project or applicant.
Prepare review summaries, technical findings, and written recommendations for each application processed.
Maintain complete documentation for municipal records and regulatory compliance.
- Demonstrated experience in telecommunications engineering, wireless infrastructure consulting, or 5G/Small Cell deployment.
- Prior work with municipalities involving planning, zoning, right‑of‑way, or infrastructure review.
- Strong understanding of 5G technology, small wireless facilities, utility pole engineering, and RF compliance principles.
- Ability to interpret engineering drawings, site plans, and equipment specifications.
- Excellent written and verbal communication skills, especially in a municipal advisory context.
- Experience reviewing right‑of‑way use agreements and utility infrastructure proposals.
- Experience serving as a Municipal Engineer, Planning/Zoning Engineer, Construction Official, or similar public‑sector role.
- Knowledge of New Jersey Local Public Contracts Law and municipal permitting procedures.
- Familiarity with FCC regulations and state‑level small cell deployment statutes.
- Previous consulting engagements with carriers or municipal clients related to 5G buildouts.

Compensation: $120.00 per hour
