This position is responsible to promote occupational health and safety for Metro-North Railroad (Metro-North) employees by developing, implementing, monitoring, evaluating, and improving programs to ensure compliance with Federal and State occupational health regulations, as well as Metro-North Railroad (Metro-North) and MTA requirements. This includes, but is not limited to, conducting investigations and evaluations, and overseeing the remediation, of the following issues: lead and asbestos, mold, ergonomics, indoor air quality, chemical exposure hazard evaluation, industrial waste management, and other work-related health concerns affecting Metro-North Railroad (Metro-North) employees and facility functions per heavy industry standards.
This position will monitor existing industrial hygiene programs as well as develop and implement additional programs.
- Handle project management for remediation and abatement of lead and asbestos using service contracts. This includes, but is not limited to: assisting in revising and implementing the systemwide lead compliance program, managing consultants/contractors who conduct surveys to identify the presence of asbestos and lead containing materials, assisting in developing asbestos abatement & lead disturbance work procedures and variance applications, reviewing various project submittals (e.g. specifications, variances, notifications, and permits) to determine conformance with asbestos/lead abatement programs, performing project inspections, and reviewing submitted final reports.
Coordinate with the Business Service Center and/or and Connecticut Department of Transportation regarding payment of bills including reviewing bills against contractual requirements, unit processes and estimates as well as tracking spending to identify trends and allocate funding properly. - Track occupational health complaints and corrective action plans to ensure concerns are addressed and hazards mitigated. Develop and/or maintain databases and provide reporting as required for abatement and survey work at all Metro-North facilities, coordinate employee exposure data and reporting of monitoring results, track environmental waste removal, and maintain abatement records.
- Review and develop recommendations in response to purchase requests for materials such as chemical cleaners, solvents, lubricants, acids, and other industry-related products, including assessment of potential exposure concerns based on Safety Data Sheets (SDSs). Develop work practices and Personal Protective Equipment requirements for use of materials as needed. Manage a product purchase and approval database to ensure non-duplication of product brand and storage, as well as the SDS database.
- Assist in evaluating and updating existing exposure risk programs including, but not limited to, Respiratory Protection, Bloodborne Pathogen, Lead Exposure, Silica Exposure, Confined Space, and Hearing Conservation, to ensure regulatory complianc e.
- Coordinate Indoor Air Quality and exposure risk assessments via contracted Industrial Hygiene services, make recommendations for resolution, and develop corrective actions as needed to ensure compliance with Federal and State standards.
- Assist Department with other safety-related initiatives including conducting field audits and inspections, reviewing safety-related plans and documents regarding contractor Health and Safety Plans (HASPs), and perform other duties as directed.
SKILLS AND ABILITIES
- Familiarity with applicable federal, state (New York and Connecticut) and local codes and regulations applicable to health and safety with strong knowledge of asbestos and lead regulations.
- Practical field experience in the areas of industrial hygiene monitoring and assessment, and familiarity with asbestos and lead abatement project management.
- Strong organizational and coordination skills with thorough knowledge of project management functions including the ability to work independently and/or simultaneously on multiple projects and adhering to deadlines.
- Excellent planning, time management and organizational skills.
- Must be computer-literate, with working knowledge in a Microsoft Office Suite environment, including Outlook, Word, Excel, Teams, Access, and PowerPoint or equivalent.
- Strong oral, presentation and written communication skills and able to communicate effectively with various departments and levels of management throughout Metro-North, with other MTA Agencies, and with external stakeholders.
- Strong interpersonal skills with the ability to foster teamwork and effective working relationships.
- Ability to maintain a high degree of confidentiality and discretion.
- Ability to respond to emergencies 24 hours a day, 7 days a week, as required.
