About the role

Techno is expanding its construction management team in anticipation of a major coastal and water infrastructure initiative on Staten Island. We are seeking an Assistant Resident Engineer (ARE) to support field operations on a complex program focused on strengthening essential facilities and improving long‑term system reliability in a coastal environment.

This assignment offers the opportunity to be involved from early construction through key milestones on a large‑scale infrastructure effort with lasting community impact. As part of the on‑site leadership team, you will play an integral role in overseeing construction activities, supporting quality assurance, and helping drive safe, efficient project delivery.

What you’ll do
  • Assist the Resident Engineer with daily field oversight, helping coordinate construction activities and maintain alignment with technical and operational requirements
  • Conduct routine inspections of civil, structural, utility, electrical, and water‑related construction work to verify compliance with approved plans and specifications
  • Observe contractor means and methods, sequencing, and productivity, and proactively communicate potential risks, delays, or constructability concerns
  • Prepare comprehensive daily reports, inspection logs, photographs, and progress documentation reflecting on‑site activities
  • Review RFIs, submittals, shop drawings, work plans, and proposed changes, providing field‑based input to support timely reviews
  • Track quantities and assist with verification of completed work in support of payment applications
  • Participate in coordination meetings with contractors, engineers, and project stakeholders, offering field insights and status updates
  • Support issue resolution by coordinating with design teams, construction staff, and the Resident Engineer to develop practical, timely solutions
  • Maintain organized project records, including inspection files, correspondence, logs, and documentation systems
  • Monitor and enforce safety requirements, environmental controls, and permit conditions across active work areas
  • Assist with punch list development, milestone inspections, and close‑out activities as construction progresses
Qualifications
  • Bachelor’s degree in Civil Engineering or a closely related discipline
  • 3–7 years of experience supporting construction oversight, inspection, or field engineering on large civil, utility, or water infrastructure projects
  • Working knowledge of civil construction, utilities, electrical infrastructure, and environmental or coastal work
  • Strong field presence with the ability to operate effectively in an active construction environment
  • Excellent written and verbal communication skills, with a strong attention to detail in documentation
  • Proficiency with construction drawings, specifications, and field reporting tools
  • Bonus: Prior experience supporting NYCDEP capital projects or working under NYCDEP standards and procedures is a strong plus
