The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system includes 19 reservoirs and 3 controlled lakes throughout its 2,000‑square‑mile watershed.
The Bureau of Engineering Design & Construction (BEDC) oversees a portfolio of capital projects valued at $35 B, plus an additional $13.6 B projected over the next 10 years. The Water System Capital Program (WSCP) supports planning, design, construction management, and construction of critical infrastructure across the city and watershed.
- Oversee and support the design and construction of WSCP projects for various dams and in‑house construction projects, including major reconstruction efforts.
- Ensure project goals and milestones are achieved, and all schedules, reports, and work products comply with scope of work.
- Prepare, negotiate, and process modifications to consultant and/or construction contract scope, cost, and schedule.
- Provide day‑to‑day guidance and oversight of subordinates, motivate employees, approve time and leave, evaluate staff, and determine staffing requirements.
- Incorporate environmental health & safety throughout the project lifecycle and focus on client service to operating bureaus.
- Implement all project delivery procedures and coordinate with support divisions such as Project Controls, Permit Resource, Sustainability, and Contracts Support.
- Manage communication and coordination with Agency bureaus, other city agencies, and stakeholders to resolve issues, mitigate risks, and maintain project quality.
- Monitor key performance indicators related to scope, schedule, budget, and other project metrics.
- Project management of large capital contracts
- Critical thinking and independent data analysis
- Excellent oral and written communication skills
- Understanding of codes and standards
- May be required to operate a motor vehicle; possession of a valid NYS driver’s license may be required.
- Proficiency in Microsoft Office Suite (Word, Excel) and Microsoft Project

- Four (4) years of full‑time, satisfactory experience in civil engineering work.
- Valid New York State Professional Engineer’s License, with ongoing registration.
- A master’s degree in civil engineering may substitute for one year of experience.
