Techno is seeking an experienced Cost Engineer to support a major water supply and reservoir infrastructure initiative at the Hillview Reservoir in Yonkers, New York. This role supports a complex capital program with significant coordination across engineering, construction, and municipal stakeholders.
The Cost Engineer will play a central role in cost planning, tracking, forecasting, and reporting—ensuring financial transparency and control throughout all phases of design and construction. This position is well suited for professionals who have successfully supported NYCDEP capital projects and are comfortable navigating public-sector processes, controls, and reporting requirements.
What you'll do- Develop and maintain detailed project budgets, cost estimates, and cash flow forecasts
- Track expenditures against approved budgets and schedules, identifying variances, trends, and potential risks
- Prepare routine cost reports and dashboards for project leadership and NYCDEP review
- Review contractor invoices, payment applications, and change requests for accuracy and compliance
- Support change order evaluations, cost impact analyses, and claim reviews
- Align cost data with project schedules to support progress measurement and forecasting
- Assist with cost risk identification and mitigation strategies
- Maintain accurate, auditable cost records in accordance with NYCDEP and internal procedures
- Coordinate closely with project managers, schedulers, engineers, and field staff to ensure cost data reflects current conditions
- Bachelor’s degree in Engineering, Construction Management, Finance, or a related discipline
- Minimum 5 years of cost engineering or project controls experience on NYCDEP capital projects (required)
- Demonstrated experience supporting large-scale water, wastewater, or reservoir infrastructure programs
- Strong understanding of construction cost estimating, cost control methodologies, and public-sector reporting
- Proficiency with cost management tools (e.g., Eco Sys, Primavera Cost, or similar) and advanced Excel skills
- Familiarity with NYCDEP procurement, payment, and change management processes
- Excellent analytical, organizational, and communication skills
- Ability to work collaboratively within a multi-disciplinary project team

The expected salary range for this role in the New York City Metropolitan Area is $40 - $60 per hour. The total compensation, including salary and bonuses, is determined by various factors such as experience, skill level, location, and qualifications, which are evaluated during the interview process
