The NYC Department of Design and Construction’s Division of Infrastructure seeks an Engineer‑in‑Charge to join the Area‑Wide Green Infrastructure – Cloudburst Management team. This role will manage the construction of complex projects, lead constructability review meetings to reduce delays, and ensure precise collection of project data.
Key responsibilities include:
- Coordinating with Resident Engineers, Office Engineers, and Inspectors under respective project REI or PMCM consultants.
- Liaising with the Design, Utility Coordination team, and Program Management Units throughout construction stages.
- Inspecting contracted work to meet Agency and City standards.
- Preparing cost proposals, suggesting design modifications, and engaging in design and constructability review meetings.
- Managing and approving project‑specific submissions such as sheeting design constructability, vendor approvals, and environmental plans.
- Overseeing financial aspects including payments, change orders, and time extensions.
- Overseeing final inspections, mentoring new staff, managing project close‑out procedures, and ensuring approval of final documentation.
- Providing regular progress updates and addressing critical delays in meetings.
Minimum qualifications:
- Four (4) years of full‑time, satisfactory experience in civil engineering work.
- A valid New York State Professional Engineer’s License (registration must be maintained for the duration of employment).
- A master’s degree in civil engineering may substitute for one year of required experience.
- At least one year within the last three years of experience as a major contributor or project leader on a complex project requiring additional expertise.
Preferred skills:
- Strong supervisory experience.
- Outstanding verbal and written communication skills.
- Proficiency in Microsoft Office and AutoCAD.
- Construction knowledge relevant to infrastructure projects (sewers, water mains, roadways).
- Experience with Joint Bid and FHWA Federally funded Contract Specifications and contemporary engineering methods and standards.
- Familiarity with NYC DOT, NYS DOT, NYC DEP specifications, MUTCD, and AASHTO standards.
- Comprehensive understanding of the NYC infrastructure system and current engineering practices.
- Background in sustainable and resilient design and rating systems.
- Envision Sustainability Professional (ENV SP) credential (preferred).
- Proficiency in Primavera P6 scheduling.
- Valid driver’s license (required).
