Quality Control Case Review Supervisor – NYC Department of Social Services
The Office of Quality Assurance & Fiscal Integrity within the DSS Accountability Office conducts complex internal audits and quality control reviews to identify programmatic deficiencies. We are recruiting a Principal Administrative Associate to serve as a Quality Control Case Review Supervisor, overseeing reviews for the Enhanced Quality Assurance System (EQAS) and State Case Review units.
Responsibilities- Supervise and provide guidance to QC Case Reviewers assigned to either the EQAS or State Case Review units, ensuring adherence to federal and state rules and the SNAP Source Book.
- Evaluate all State OTDA error cases, reviewing corrective action memorandums to assess accuracy and validity.
- Oversee preparation and submission of detailed correspondence to New York State Quality Control regarding disagreements with error findings.
- Supervise Non‑Cash Assistance EQAS SNAP reviews, ensuring compliance with Federal Nutrition Service Handbook directives.
- Research and interpret federal and state regulations, train reviewers on current procedures and policy changes.
- Ensure subordinate staff attend appropriate training sessions conducted by state and city offices.
- Assign and review work of subordinates, maintaining internal controls and supervisor case notes for proper follow‑up.
- Review finalized cases to confirm complete documentation, accurate SNAP budget computations, and proper third‑party collateral clearance.
- Prepare detailed analysis of error causation, timing, and fiscal impact for use in corrective action initiatives.
- Prepare narrative summaries of SNAP payment errors, detailing causation, timing, error element, and fiscal impact.
- Attend meetings and participate in special projects as required to support the unit’s goals.
- Baccalaureate degree and three years of progressively responsible clerical/administrative experience, including one year of administrative supervision; or
- Associate degree or 60 semester credits and four years of progressively responsible administrative experience, including one year of administrative supervision; or
- High school diploma and five years of progressively responsible administrative experience, including one year of administrative supervision; or
- Education and/or experience equivalent to any of the above, with the requirement of at least one year of described supervisory experience.

Residency RequirementNew York City residency is generally required within 90 days of appointment. Certain employees who have worked for the city for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
