The Labor Monitoring Unit (LMU) is part of the Office of Economic Opportunity & Regulatory Compliance (EORC). LMU monitors affordable housing construction projects to enforce federal, state, and local labor laws. Labor compliance officers analyze payroll records, conduct field visits, and investigate possible violations of wage theft and other labor standards.
Your Impact and Responsibilities- Supervise and guide a team of labor compliance officers, reviewing caseloads to ensure timely and efficient compliance activities.
- Conduct and coordinate high‑level policy analysis with state and local government entities and other enforcement agencies.
- Ensure day‑to‑day management of procurement, due diligence, contract, prevailing wage, and labor law enforcement activities.
- Review and analyze certified payroll, site visit reports, investigations, and enforcement notices.
- Assist in calculating and issuing contractor payment with holdings, authorizing worker and contractor payments, and providing technical assistance to staff and contractors.
- Maintain records of site visits, ensure required visit frequency, and provide training and guidance on payroll analysis and labor standards.
- Interview candidates for vacancies and determine suitability for the unit.
- Strong labor relations and compliance background.
- Expert knowledge of labor law compliance and wage‑theft investigation.
- Knowledge of the Davis‑Bacon Act, prevailing wage, and state minimum wage laws.
- Proven ability to lead staff performing investigations in the field.
- Excellent project management, organizational, analytical, and communication skills.
- Strong attention to detail, presentation, and interpersonal communication abilities.
- Ability to assess situations and persuade with concise, specific solutions.
- Fluency in a second language (Bilingual).
• A baccalaureate degree from an accredited college and at least 4 years of experience in labor or industrial relations, labor research and analysis, compensation analysis, labor economics, wage‑theft investigation, or a related field.
• Minimum 18 months of experience in an administrative, managerial, executive, consultative, or supervisory capacity overseeing staff performing professional wage‑theft investigations or related labor‑law enforcement work.
• Supervisory experience must include oversight of staff performing professional work in wage‑theft investigation, labor research and analysis, or compensation analysis.
Base pay range: $62,868 – $90,000 per year. Actual pay will be based on your skills and experience.

Residency Requirement:
New York City residency is generally required within 90 days of appointment. Candidates who have worked for the City for two continuous years may also be eligible to reside in certain counties outside NYC.
