The Division

The Economic Development & Regional Planning Division supports the City Planning Commission and the city in equitable economic development of NYC neighborhoods. The division conducts data collection and analysis of employment, business activity, markets, and workforce availability; leads city‑wide planning studies; advises on land‑use review applications; and coordinates policy priorities with sister agencies.

Responsibilities
  • Quantitative research on economic issues, such as industrial sector health or storefront vacancy trends.
  • Qualitative research on business typologies and challenges via desktop research, stakeholder outreach, and field visits.
  • Produce PowerPoint presentations including summary insights, graphics, and data visualizations for internal briefings and external audiences.
  • Represent the division and department at internal and external meetings, preparing materials and summary notes.
  • Provide project support on ongoing neighborhood studies, produce neighborhood economic assessments, and participate in policy development for neighborhood plans.
  • Maintain, manage, process, and analyze databases that inform the agency’s economic work studies.
  • Provide direct feedback on work programs to the Director and Deputy Director.
  • Perform other related tasks and projects.
Minimum Qualifications
  • At least a baccalaureate degree from an accredited college or university and two years of full‑time experience in city planning.
  • Equivalently satisfying combination of education and experience as described above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development, or related fields may substitute for experience (30 graduate semester credits for one year of experience). All candidates must have a baccalaureate degree.
Preferred Skills
  • Strong quantitative analytical skills and ability to present complex topics in written, visual, and oral communication.
  • Familiarity with zoning and land‑use, real‑estate and development trends.
  • Project management and research development experience.
  • Positive attitude toward public service and teamwork.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Experience with spatial analysis and mapping using ArcGIS, QGIS, Carto, or similar.
  • Excel‑based data analysis and visualization.
  • Strong interpersonal skills and technical communication.
  • Experience with Adobe Creative Suite (Acrobat, Illustrator, InDesign) a plus.
  • Experience with CoStar or other real‑estate data sources a plus.
