Associate Benefits Opportunity Specialist (ABOS) I
Under general supervision of the CPRU Supervisor and with a wide latitude for independent action and decision, the CPRU Specialist performs outreach, administrative, and analytical duties related to the resolution of client fair hearing requests concerning Agency decisions that affect receipt of Cash Assistance, SNAP, and Medicaid benefits. The Specialist prepares documentation for presentation of evidence at the Office of Administrative Hearings (OAH) and manages assignments in line with the duties detailed below.
Responsibilities- Review and analyze Fair Hearing Requests from clients to determine whether cases should be resolved or sent to Packet Preparation. Review databases (including WMS, POS, New York City Way, etc.) linked to client cases to verify the accuracy of actions taken and identify any defective Decisions of Notice of Intent (NOI). Take appropriate action to correct resolvable cases and route unresolved cases to the appropriate Fair Hearings/FIA Unit using the FHEMS system.
- Prepare electronic Fair Hearing evidence packets through the FHEMS system, incorporating all relevant documents for presentation municate with Fair Hearing Representatives to ensure all evidence packets are complete and that any resolutions taken are reflected in the packet.
- Conduct outreach to clients on cases requiring follow‑up to determine case resolution. Explain the fair hearing process and gather necessary information or documentation to resolve cases. Ensure documentation is received and properly incorporated into the client’s case file.
- Monitor and review individual FHEMS queues to ensure all work is completed in a timely manner. Consult with the immediate supervisor to address workload issues and to confirm the appropriateness of actions taken on cases. Stay informed of changes in Agency Policies and Procedures and maintain an up‑to‑date understanding of the FHEMS system.
- Notify Job Center staff of required actions needed to resolve cases.
- Receive and respond verbally or in writing to telephone or written inquiries and complaints from outside agencies, public officials, and central office operations regarding clients and fair hearing activities.
- Send resolution letters to clients whose cases are determined to be resolved. Communicate with Fair Hearing Representatives to assess the quality of evidence packets and determine if additional documentation is needed to strengthen the case defense at hearings.
- A four‑year high school diploma or its educational equivalent, and three years of full‑time satisfactory experience working directly in social/human services or a related setting.
- Experience in one or more of the following areas:
- Client services
- Employment planning/counseling services involving job development
- Skills assessment, and employment placement or other economic opportunity programming
- A baccalaureate degree from an accredited college plus eighteen months of full‑time satisfactory experience as a Benefits Opportunity Specialist; or an equivalent combination of education and experience (college credits can substitute for a portion of the experience requirement).
- All candidates must have at least 18 months of full‑time satisfactory experience as described above.
- Excellent communication and writing skills.
- Knowledge of Agency operations and NYS social service policy/procedures.
- Strong analytical, problem‑solving, and time‑management skills.
- Detail‑oriented mindset.
- Knowledge of FHEMS, WMS, POS, NYCWAY, and SEAMS.
- Exceptional Excel skills.
- Interpersonal skills.
