Position Overview

The New York State Department of Agriculture and Markets is seeking a Weights and Measures Specialist 1 or Trainee to work in Bronx, Kings, Queens, Nassau, Putnam, Rockland, Suffolk, and Westchester County. The specialist is assigned to specific geographic areas of the State to supervise municipal weights and measures officials in the inspection and testing of commercial weighing and/or measuring devices, conduct on-site audits, inspect specialized commercial devices, obtain and investigate petroleum samples, and train municipal officials.

The role is full-time (40 hours per week, Monday-Friday), can be based from home and requires travel within an assigned region.

Responsibilities
  • Supervise municipal weights and measures officials in inspection and testing of commercial weighing and measuring devices.
  • Plan and conduct comprehensive on-site audits of municipal weights and measures programs.
  • Inspect and test specialized commercial devices such as liquefied petroleum gas truck meters, terminal rack meters, and large-capacity commercial scales.
  • Obtain petroleum samples at wholesale facilities and investigate enforcement actions against terminals with sample failures.
  • Train municipal officials in obtaining retail petroleum samples and assist them in enforcement actions against retail stations with sample failures.
  • Serve as liaison and technical resource between the Division and municipal weights and measures programs and private industry.
  • Coordinate and provide training to municipal programs to meet their training needs.
Qualifications
  • Minimum Qualifications – Option 1: Four years of experience enforcing weights and measures laws and regulations, inspecting and testing devices and packaged commodities, and performing analysis and data reduction with precision scales and measuring equipment.
  • Minimum Qualifications – Option 2: Associate degree in a related field plus two years of specialized experience, bachelor’s degree plus four years of experience, master’s degree plus five years, doctorate plus six years.
Advanced Placement
  • Trainee 2: One additional year of experience in weights and measures may allow appointment to Trainee 2 and reduce the traineeship time by one year.
  • Full Performance Level: Two additional years of experience may allow appointment to Weights and Measures Specialist 1, Grade 18.
Examples of Qualifying Experience
  • Enforcing weights and measures laws and regulations and inspecting and testing devices and packaged commodities.
  • Inspecting, testing, and repairing commercial weighing or measuring devices and/or industrial weighing or measuring devices with appropriate specifications and tolerances.
  • Inspecting and testing both quality and quantity of packaged or manufactured goods using precision scales or other measuring equipment, performing data reductions, and assessing compliance.
  • Conducting chemical or physical analyses using precision scales or measuring equipment, performing data reduction, and assessing compliance.

Salary

Starting salary for Trainee 1: $53,764 per year (SG-14). After successful completion of the first year, advance to Trainee 2, SG-16 with a starting salary of $59,994. Completion of the second year results in permanent advancement to Specialist 1, SG-18 starting salary of $66,951. Employees may be eligible for performance advances that can increase the SG-18 salary to $85,138. Additional downstate pay adjustment of $4,000 per year for NYC, Nassau, Rockland, Suffolk, and Westchester counties.
