Location: New York

The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low‑and moderate‑income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing housing to 528,105 authorized residents through public housing and the Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177,569 apartments in 2,411 buildings across 335 conventional public housing and PACT developments.

NYCHA’s mission is to provide quality housing that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. Since the 2019 Agreement between NYCHA, HUD, and the U.S. District Court, NYCHA has been working under a federal monitor structure that requires a new Organizational Plan and compliance targets for major operational areas including lead, mold, heat, elevators, pest, waste management, and inspections.

Responsibilities

Responsibilities of the Borough Manager will be to oversee a team of Neighborhood Service Coordinators that serve as stewards of their neighborhood housing portfolios, immersing themselves in the daily rhythms of residents to fully understand their wants, needs, and challenges.

  • Manage a team of Neighborhood Service Coordinators in devising and implementing strategic engagement processes to reach NYCHA residents. Ensure the team completes their work correctly and meets deadlines.
  • Provide training and technical assistance to Neighborhood Service Coordinators to ensure they have a thorough understanding of their portfolio and can effectively engage residents.
  • Represent NYCHA at resident‑focused meetings and events.
  • Lead and coordinate staff outreach campaigns, supervising door‑to‑door and phone banking outreach efforts. Monitor effectiveness of outreach and iterate to improve the neighborhood engagement model.
  • Maintain quantitative and qualitative data documenting outreach efforts and resident feedback through canvassing, surveys, focus groups, and other methods. Maintain records required for HUD‑mandated resident consultation processes. Support the creation of resident‑led initiatives to increase resident input and participation.
  • Ensure timely dissemination of information and notification to residents and liaise with key NYCHA departments.
  • Address and elevate resident concerns in a timely manner.
  • Support Neighborhood Service Coordinators in developing relationships with stakeholders to ensure successful engagement in NYCHA real‑estate preservation and development processes (RAD/PACT, NYC Housing Preservation Trust), including pre‑conversion and six months post‑construction for converted properties.
  • Follow guidance, policy, and procedures regarding resident outreach set by the Resident Engagement Department.
  • Participate in emergency response activities as needed.
  • Coordinate meetings with stakeholders across NYCHA departments, including NYCHA Capital, Property Managers, Community Center providers, and others within the borough.
  • Ability to work evenings/weekends as needed and travel between NYCHA properties across the borough.

Additional Information

  • Due to the existence of a civil service list, candidates must have civil‑service status for the title of Administrative Community Relations Specialist to apply.
  • Employees applying for transfer, promotion, or title/level change must have served one year at current location in current title and level.
