Agency Description

The New York City Department of Housing Preservation & Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.

HPD is tasked with fulfilling the Mayor’s Housing New York: A Five-Borough Ten-Year Plan to create and preserve 200,000 affordable units for New Yorkers at the very lowest incomes to those in the middle class.

Position Overview

HPD’s division of Economic Opportunity and Regulatory Compliance (EORC) promotes inclusion and economic opportunity while also enforcing legal requirements on existing projects. The Labor Monitoring Unit (LMU) is a department within EORC and monitors affordable housing construction projects to ensure compliance with applicable federal, state, and local labor laws. LMU’s labor compliance officers analyze payroll records and make field visits to affordable housing construction sites to establish contact with laborers and mechanics in the course of performing investigations for wage theft and other labor law violations.

Labor compliance officers are required to regularly make unannounced visits to construction sites, respond to tips, and investigate labor standards complaints.

HPD is seeking a highly motivated individual to join LMU’s team of labor compliance officers. The selected candidate will monitor city‑financed development projects subject to prevailing wage and other labor law requirements generally and/or projects subject to the agency’s Enhanced Review program.

  • Performing complex calculations to determine restitution owed to underpaid workers on projects;
  • Coordinating with internal and external partners to collect information to support enforcement action;
  • Writing detailed reports to document monitoring and investigative activities;
Minimum Qualifications
  • A four‑year high school diploma or its educational equivalent and four years of satisfactory full‑time experience in one or more of the fields of accounting, auditing, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, or;
