Organizational context:
The UN Secretariat's Department of Political and Peace building Affairs seeks an expert to join a Panel reporting to the Sanctions Committee and the Security Council. This role operates under the guidance of the Subsidiary Organs Branch, specifically the Secretary of the Committee, the Branch Chief, and the Division Director. The Panel of Experts, established by Security Council resolution 2713 (2023), focuses on implementing sanctions related to Al-Shabaab.

The purpose of this role is to serve as an expert on a Panel tasked with monitoring and investigating sanctions measures related to peace and security in Africa, specifically concerning the financing of armed groups like Al-Shabaab. The expert will analyze revenue sources, funding methods, and illegal taxation systems of listed entities. This involves investigating potential violations of the sanctions regime, compiling information on individuals and entities involved in financial resource misappropriation, and contributing to comprehensive reports for the Al-Shabaab Sanctions Committee and the Security Council.

The role also includes preparing recommendations for improved sanctions implementation, delivering briefings, and assisting in strengthening Member States' capacities to enforce sanctions. The expert will participate in investigative missions and consultations, contributing to the Panel's overall work program and reporting requirements.

Responsibilities

The expert will contribute to monitoring sanctions measures and investigating alleged violations as mandated by Security Council resolutions concerning peace and security in Africa. This includes investigating potential violations related to the financing of armed groups, particularly Al-Shabaab, and analyzing their revenue streams, storage, and transfer methods, as well as mapping illegal taxation systems. The role involves monitoring and investigating activities that generate revenues for arms embargo violations and compiling information on individuals and entities involved in sanctions violations, such as misappropriation of financial resources.

The expert will contribute to reports for the Al-Shabaab Sanctions Committee and the Security Council, prepare recommendations for improved sanctions implementation based on investigations and outreach, and deliver briefings on the sanctions regime. Additionally, the expert will assist in identifying areas for capacity building for Member States, ensure reports meet high standards of evidence and methodology, provide due process for responses to allegations, and undertake other duties as directed.

Organisational responsibilities include contributing to the Panel's work program, participating in investigative missions and consultations, drafting correspondence, assessing and archiving information, and submitting an end-of-assignment report.

Education

An advanced university degree (Master's or equivalent) in finance, economics, business, accountancy, political science, international relations, law, journalism, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted. Fluency in English is required. Knowledge of Arabic or Somali is advantageous.

Work experience

A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is necessary, along with strong field research or investigative experience. Experience in writing high-quality reports and proven interpersonal skills in complex environments are also required.
