Organizational context:
The expert will join a Panel reporting to the Sanctions Committee and the Security Council, operating under the Department of Political and Peace building Affairs. This role is part of the Subsidiary Organs Branch of the Security Council Affairs Division, specifically supporting the Al-Shabaab Sanctions Committee. The Panel consists of five experts focused on implementing the sanctions regime.
Job purpose:The purpose of this role is to contribute expertise to a Panel of Experts monitoring sanctions measures and investigating alleged violations related to peace and security in Africa, as mandated by the Security Council. The expert will analyze illicit trade, monitor natural resource exploitation that funds violations, and investigate maritime activities. This involves contributing to comprehensive reports, recommendations for improved sanctions implementation, and providing due process to parties involved in investigations.
The role also includes preparing briefings and assisting in strengthening Member States' capacities to enforce sanctions, ensuring adherence to high standards of evidence and methodology in all investigative and reporting activities.
Key responsibilities include contributing to the monitoring of sanctions measures and investigating alleged violations within the expert's area of specialization. This involves analyzing licit and illicit trade, particularly concerning Somalia's maritime routes, and investigating natural resource exploitation that funds arms embargo violations. The expert will contribute to reports for the Al-Shabaab Sanctions Committee and the Security Council, prepare recommendations for sanctions implementation, and compile information on potential violators.
Additionally, responsibilities include preparing and delivering briefings, assisting in capacity-building for Member States, ensuring rigorous methodology in reporting, and providing due process during investigations. The role also entails contributing to the Panel's work program, participating in investigative missions and consultations, and drafting correspondence.
An advanced university degree (Master's or equivalent) in a relevant field such as military science, political science, international relations, law, or journalism is required. A first-level university degree with two additional years of qualifying experience may be accepted. Fluency in English is essential. Knowledge of Arabic or Somali is advantageous.
Work experience:A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Significant experience in post-conflict or transitional situations, strong field research or investigative experience, and experience in writing high-quality reports are essential. Proven interpersonal skills in complex environments are also required.
