The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.
As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions:
Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).
The Preliminary Assessment Unit of the Division of Neighborhood Preservation (DNP) which conducts inspections of Department of Homeless Services (DHS) owned and managed Shelters identifying any conditions throughout the Shelter contrary to the NYC Housing Maintenance Code, and the NYS Multiple Dwelling Law and reports all failure conditions to DHS. The unit also conducts pre-occupancy inspections of dwelling units to be considered for various rental assistance programs through the HPD’s Homeless Placement Unit.

You will perform as a Clerical Support/Community Coordinator in the Division of Neighborhood Preservation (DNP). The selected candidate will be responsible for, but not limited to, the following:
Your Responsibilities:- Assist in the coordination and scheduling of weekly DHS assessment inspections of shelters assigned to Preliminary Assessment (PASS) Unit and assign daily inspection workloads to the unit’s field staff.
- In downtime, assist with assigning assessment inspections of vacant units requested by HPD’s Homeless Placement Unit.
- Assist in the review of shelter inspection reports submitted by field staff for completeness and accuracy and approve inspection results entered into the DHS Inspection system by field staff.
- Assist in the maintenance and update of the Unit’s tracking spreadsheets, databases, and operational reports, ensuring timely and accurate data entry. These reports include but are not limited to, the Master Shelter Spreadsheet, the Weekly Conditions Sheet.
- Prepare and submit weekly failure condition reports electronically to DHS.
- Prepare monthly Score Card Report for submission to DHS of shelters inspections completed by the PASS Unit and HPD Code Enforcement.
