The Fire Department, City of New York (FDNY), seeks a full-time Minority and Women Owned Business Enterprise (M/WBE) Program Director in the Bureau of Procurement and Fiscal Services. Reporting directly to the Assistant Commissioner for Procurement and Fiscal Services, the successful candidate will: manage/direct FDNY's M/WBE Program; work with the ACCO and M/WBE Officer to address M/WBE issues in relation to agency procurements & awards;
establish policies/procedures to improve utilization of City certified MWBEs; provide assistance to the various bureaus, p-card users, and buyers to enhance M/WBE utilization; identify & develop best practices for utilization of MWBE vendors and subcontractors; conduct research to identify potential MWBE vendors; assist vendors with certification questions; provide training/assistance to buyers and p-card holders re: M/WBE goals; monitor procurements & P-card usage to identify areas to enhance MWBE participation;
participate in M/WBE organizations and trade fairs; coordinate local M/WBE fairs/conferences and workshops; educate M/WBEs about City procurement, payments, and bonding procedures; represent FDNY and explain the MWBE Program to external organizations; exchange ideas and strategies with other agency MWBE Programs to enhance FDNY's M/WBE Program; review data on outcomes; analyze and report results while planning new and improved M/WBE utilization.
Have a thorough understanding of the City's procurement & financial systems; review contract specifications and procurement procedures to promote M/WBE participation and enhance agency goals; perform other assignments as directed by the ACCO.

Qualifications1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;
or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits,…
