Duties DescriptionHutchings Psychiatric Center is recruiting a Human Resources Specialist 1 to perform a variety of Human Resources functions including recruitment, employee benefits, health and safety, and labor relations. Candidates from outside or within State Service can apply.
As a Human Resources Specialist 1, you will work in Hutchings Psychiatric Center's Human Resource Office, and your duties will include:
- Preparing employment transactions in accordance with Civil Service Law
- Reviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates
- Developing recruitment strategies
- Corresponding with potential applicants about job opportunities
- Counseling employees as needed
- Overseeing the administration of time and attendance rules
Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have six (6) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation;
and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution:
An associate's degree can substitute for two (2) years of specialized experience; a bachelor’s degree can substitute for four (4) years of experience; a master’s degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.
