Position Summary

The Employee Relations Compliance Investigator will support the compliance requirements for investigative, administrative/operations, reassignments, and accommodations teams for the Office of Employee Relations within the Division of Human Resources (DHR). Drawing on strong legal knowledge, investigative experience, organizational skills, and data system proficiency, the Investigator will support all facets of Employee Relations with an emphasis on background investigation, arrests, and reasonable accommodations processes.

The Investigator will ensure that all employees, volunteers, and vendors are timely and accurately vetted to work with NYCPS students, particularly those meeting class size reduction goals. The Investigator will also support the closing of related open arrests, reassignments, and suspensions to expedite the return of staff to their regular roles, and will support the Office of Disability Accommodations with open requests, including general case management, communications, and technical support.

Key Relationships:
Executive Director of Employee Relations, Offices within the Division of Human Resources, Office of the General Counsel, HR Directors, Office of School Support and Supervision, HR Connect, and School Administrators.

Responsibilities
  • Ensures the background investigation processes are effectively and efficiently closed to fully staff schools by necessary deadlines.
  • Assists with the background investigation process, including reviewing nominations, case reviews, communications, and ongoing security clearance issues.
  • Performs related tasks for background investigations – including initial interviews with applicants, reference checks, and employment verifications – to expedite shorter investigations.
  • Documents and records all communication with applicants and all related matters concerning character and fitness for the position.
  • Ensures that employees, volunteers, and vendors have been timely and accurately nominated in NYCPS systems and tracks any nominations that may have technical issues.
  • Supports investigative activities, including case distribution and assignments, case follow‑up, and maintenance of all related files for applicants.
  • Ensures that the office meets goals set for class size reduction regulation.
  • Handles emergency and special investigation matters, as needed.
  • Supports the Arrest and Reassignment Team, particularly at peak periods, to ensure faster processing of employees returning to schools.
  • Ensures compliance with all policies, procedures, regulations, and standards of practice.
  • Provides compliance support for reasonable accommodations to ensure accommodations are timely provided, particularly for new hires.
  • Works closely with school‑based and district‑based staff to provide necessary accommodation support for new hires.
  • Works strategically with various teams on workload and distribution of available staff to ensure regular coverage and efficient processing, focusing on NYCPS employees.
  • Supports monitoring and tracking of discipline stemming from investigations in a case tracking system to ensure a more timely return of NYCPS employees to school‑based roles.
  • Provides reports for case review as needed.
  • Prepares written and statistical reports for the Executive Director of Employee Relations.
  • Utilizes various computer systems to assist in the processing of applicants, cases, and data.
  • Works with confidential, high‑level matters.
  • Supports other NYCPS‑related work for processing applicants.
  • Supports other Employee Relations initiatives and projects assigned.
  • Works off‑site, as needed, throughout the five boroughs to support any related‑NYCPS events.
  • Varies work schedule to meet the needs of various stakeholders and provide coverage of events.
  • Attends citywide meetings as a representative of NYCPS.
