DescriptionContinue the effort of building the NYSIF Enterprise Data Warehouse, consolidating and retiring multiple legacy data marts to eliminate duplication, establish a single source of truth, improve data quality, and increase BI team efficiency while reducing maintenance costs. The consultant will focus on creating dashboards for claims and underwriting insight, develop predictive models in R/Python, operationalize data science models, implement an enterprise data catalog and full data lineage, and integrate financial transactions, cash flows, external audit requests, and accounting reporting into the Enterprise Data Warehouse.
The consultant will also recommend best practices for data marts, data warehouse, and data governance, and design graph data models for fraud detection using Neo4j.
- Provide recommendations, guidance, and actual implementation for new data marts, as well as improve and consolidate existing data marts.
- Participate and contribute to data warehouse projects throughout the project lifecycle.
- Establish written best practices, procedures and generally provide guidance on data modeling design.

- Plan, create, modify, maintain, test and implement code for:
- Source system extraction processes for the data warehouse.
- ETL processes.
- BI dashboards and reports (R, Python).
- Develop and maintain Spotfire systems (including prediction models written in R, TERR and automation services).
- Automate source system data extraction processes and data loading of the data warehouse.
- Operationalize prediction models.
- Adhere to NYSIF’s application development standards, SDLC, Enterprise Architecture standards, and IT governance processes; support the BI data warehouse using TIBCO Spotfire and IBI/Tibco Data Migrator.
- Experience:
14+ years. - Make high‑level design choices and dictate technical standards, including software coding standards, tools, and platforms; design multi‑layered architecture or component interactions of a large‑scale software system.
- 100% onsite.
- 84 months (7 years) data modeling experience designing and creating data marts and data warehouses using Star & Snowflake schemas in the insurance industry.
- 84 months experience designing and implementing ML, predictive and AI systems.
- 84 months experience with TIBCO Spotfire Analyst, Web Player using Iron Python, JavaScript, and R.
- 84 months experience developing, documenting, and maintaining end‑to‑end ETL data pipelines using IBI Data Migrator (or similar tools).
- 24 months experience developing data warehouses in the workers’ compensation insurance industry (medical billing, claims, DBL, PFL, underwriting, premium, and payroll).
- 84 months experience in Oracle PL/SQL development, including triggers, stored procedures, packages, and advanced query optimization, database design and implementation.
- 48 months experience implementing data governance programs, including solid knowledge of data management, data quality, and data lineage.
- Bachelor’s degree in Computer Science.
- Master’s degree in Computer Science or Data Science.
