Project OverviewThe IT Project Management Office (PMO) develops and supports multiple large-scale workflow and asset management software applications designed to improve operational efficiency across a variety of city infrastructure and public-facing services. These applications support functions such as permitting, inspections, roadway repair, bridge maintenance, pavement markings, signage management, and other critical operational workflows.
- Public-facing permitting and licensing applications with internal review and approval workflows
- Systems to track roadway repair, resurfacing, and bike lane installation
- Applications for managing pavement markings installation and renewal
- Workflow and asset management systems for street sign installation, replacement, and inventory tracking
- Systems supporting preventive and unplanned infrastructure and bridge maintenance
The Senior IT Systems Analyst will support the PMO by assisting in the implementation of projects similar to those described above.
Responsibilities- Identifying functional and non-functional requirements using industry-standard techniques such as data flow modeling, workflow analysis, and functional decomposition
- Preparing, reviewing, and maintaining requirements documentation, specifications, business processes, and solution recommendations using standard templates
- Collaborating closely with business analysts, QA specialists, operational staff, developers, and subject matter experts to define, test, and implement requirements
- Eliciting requirements through interviews, workshops, surveys, and review of existing documentation and systems
- Identifying and documenting system gaps and deficiencies
- Evaluating emerging technology trends and aligning them with current and future business needs
- Facilitating meetings between technical and business teams to ensure clarity and alignment
- Creating and maintaining analysis artifacts including:
- Requirements traceability matrices
- User permission matrices
- Process maps
- Business requirements and rules
- User stories, workflows, and use cases
- Acceptance test cases
- Analyzing and reconciling information from multiple sources and distinguishing stated requests from true underlying business needs
- Acting as a liaison between business units, technology teams, and support teams
- Managing stakeholder expectations and maintaining strong client relationships
- Supporting rollout strategies and change management efforts
- Assisting with acceptance testing, test planning, and issue resolution
- Developing meeting objectives, agendas, and professional written correspondence
- Working independently while following established project standards and methodologies
- Supporting Agile, Waterfall, and hybrid SDLC environments
- Minimum 8 years of experience in:
- Application software development
- Data analysis and data access
- Databases and data structures
- Programming, testing, and implementation
- Technical and user documentation
- Software conversions
- Experience working across diverse environments including mainframe, mid-range systems, personal computers, laptops, and client/server architectures
- Ability to assist with or lead the design of program specifications and implementation of software solutions
Skills & Qualifications
- Bachelor’s degree in a technology-related field (or equivalent experience)
- 8+ years of experience specifying, analyzing, and documenting requirements for mission-critical web and client/server applications
- Experience with Geographic Information Systems (GIS) and ArcGIS
- Ability to write and execute SQL queries; experience querying geospatial datasets is a plus
- Strong data analysis skills with large datasets
- Advanced Microsoft Visio skills
- Basic UX knowledge and ability to create low-fidelity prototypes using tools such as Figma, Just In Mind , Visio, or similar
- Familiarity with Azure Dev Ops or similar lifecycle management tools
- Strong verbal, written, and presentation skills
- Ability to collaborate with executives, managers, and diverse technical and business stakeholders
- CBAP and/or SAFe certification(s) preferred
- Strong analytical, problem-solving, and decision-making skills
- Proven facilitation skills and ability to drive consensus
- Experience working in Agile, Waterfall, and RUP environments
- Ability to manage multiple initiatives and accurately estimate effort
- Advanced proficiency with Microsoft Office applications
