Overview

Software Sourcing Manager role at New York City Office of Technology & Innovation (OTI). The successful candidate will report to the Management & Budget Division within the Strategic Sourcing unit. OTI leverages technology to drive opportunity, improve public safety, and help government run better across New York City. This position offers the opportunity to work with cutting-edge technology and collaborate with other professionals who share a drive to make a difference through technology.

Responsibilities
  • Work with the business teams and IT service providers to ensure that suppliers/contracts are managed effectively to yield sustained savings.
  • Work with service providers to ensure their in-scope technical solutions are aligned with the enterprise business strategy and architecture.
  • Participate in and potentially lead negotiations using established processes, ensuring that strategic requirements of stakeholders are represented.
  • Collaborate with business unit performance managers and quality assurance staff to review service provider problems, analyze information, and validate the feasibility of solutions.
  • Track industry trends and maintain knowledge of new technologies to evaluate service requests and proposals.
  • Stay current on participating business strategies and advise on cross-enterprise applicability of solutions.
  • Understand the value of technology in enterprise business processes and work with IT service providers to identify opportunities for innovation, cost reduction, and improved efficiencies; review service provider solutions.
  • Maintain long-term supplier relationships with a focus on minimizing total cost of ownership.
  • Troubleshoot performance issues and resolve problems with service providers; provide technical support in preparation of RFPs and evaluation of responses; handle special projects and initiatives as assigned.
Qualifications

Minimum Qualifications
  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible full-time IT experience in applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial, or executive capacity in the areas listed above.
  • A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible full-time IT experience as described above.
  • A four-year high school diploma or equivalent and six (6) years of progressively more responsible full-time IT experience as described above.
  • A satisfactory combination of education and experience equivalent to the statements above. However, all candidates must have at least a four-year high school diploma or equivalent and at least three (3) years of experience as described above, including the eighteen (18) months of administrative, managerial, executive, or supervisory experience.

In the absence of a bachelor’s degree, undergraduate credits may be substituted for up to two (2) years of IT experience (30 semester credits for six months). Graduate credits may substitute up to one (1) year of IT experience (30 graduate semester credits for one year). Substitution does not apply to the eighteen (18) months of administrative/managerial/supervisory experience.

Preferred Skills
  • At least 10 years of IT experience in information technology space, including information logistics, data, technology, and business layers.
  • Ability to operate with minimal supervision and strong negotiation skills; experience negotiating with large IT providers and resellers.
  • Experience influencing senior management, business users, key stakeholders, and vendors; ability to interface with internal and external clients in a cross-functional environment.
  • Good supplier management/relationship skills and experience; familiarity with Sourcing/Procuring IT Equipment and Software and Support for a large organization.
  • Flexibility to work in an ambiguous environment and adapt to changing circumstances; familiarity with New York City Procurement Rules is a plus.
