Position Overview

The Project Controls Specialist will support the Port Authority’s Project Management Office (PMO) by providing comprehensive project cost and schedule analysis, performance reporting, and data management across active capital programs. This role is critical to ensuring accurate tracking, forecasting, and reporting of project performance to support informed decision-making and on-time project delivery.

The specialist will serve as a key PMO point of contact, managing project authorization data, monitoring cost and schedule trends, and preparing recurring reports using Port Authority systems and tools. The position requires strong analytical capabilities, attention to detail, and the ability to manage multiple priorities in a fast-paced, public-sector environment.

Key Responsibilities
  • Perform project cost and schedule analysis and develop monthly and annual performance reports
  • Provide project plan trend analysis and maintain accurate project control data
  • Serve as PMO point of contact for Project Authorization, Planning Authorization, and Contract Authorization within ICMS
  • Develop and maintain capital project milestone datasets to support on-time delivery
  • Track project cost and schedule performance and analyze variances against approved plans
  • Compile monthly PMO reports, including training, staffing (vacation and sick leave), budget, and contract reports
  • Update Stage of Good Repair (SGR) scores in the ICMS system
  • Maintain crosswalk and milestone reports
  • Track and maintain bid and contract award information in Share Point
  • Support coordination across multiple projects while managing competing priorities effectively
Required Qualifications
  • Bachelor’s degree in engineering, accounting, economics, business administration, or a technical discipline; or Project Management Professional (PMP) certification with a technical degree
  • 1–3 years of progressively responsible experience in a project controls, senior analyst, or similar role
  • Strong knowledge of project control concepts
    , including cost control, scheduling, performance reporting, and variance analysis
  • Proficiency in Microsoft Office
    , with advanced Excel reporting skills
  • Experience using Primavera P6 scheduling software
  • Demonstrated ability to analyze complex data, identify issues, and recommend solutions
  • Strong interpersonal, written, and verbal communication skills
  • Ability to work independently while also collaborating effectively within cross-functional teams
  • Must be able to obtain a SWAC  required security clearances immediately upon hiring
Preferred Qualifications
  • Experience supporting public-sector or large-scale capital infrastructure programs
  • Familiarity with Port Authority systems, including ICMS and internal reporting platforms
  • Background in capital planning, cost-benefit analysis, and risk management
  • Experience managing multiple projects simultaneously in a PMO environment
