Project Overview

The South Carolina Department of Revenue (SCDOR) isseeking a skilled and experienced Systems Software Programmer with expertise in Adobe Experience Manager (AEM), Power Business Intelligence (Power BI), andData Architecture to support the agency's enterprise technology environment.

SCDOR operates in a complex, multi-layered secure environment and focuses on delivering high-quality technology solutions through established methodologies,procedures, and industry best practices. The selected contractor will support the agency's implementation and ongoing use of AEM and Power BI for forms development, workflow automation, dashboards, and reporting solutions.

Working under limited supervision and reporting directly to a functional manager, the contractor will collaborate with the technology team to ensure the stability, integrity, availability, and performance of data and server services. Responsibilities include monitoring,maintaining, supporting, troubleshooting, and optimizing server infrastructure to ensure reliable and efficient operations. The ideal candidate should demonstrate strong technical expertise, professionalism, problem-solving abilities, and the ability to deliver quality work within established deadlines while contributing innovative solutions and industry best practices.

The position requires participation in a shared 24/7 on-call rotation to support critical systems and infrastructure.

Duties/Responsibilities:

• Collaborate with consultants, application developers, and end users to develop logical data models and data architecture for assigned applications.
• Designand develop relational databases within established architectural frameworks to meet application and business requirements.
• Serve asthe lead database designer for assigned application systems, ensuring database performance, scalability, and reliability.
• Develop,implement, and maintain database design standards, best practices, and procedures.
• Write,maintain, and optimize stored procedures, database scripts, and other database objects.
• Establish standards for stored procedures, Object-Relational Mappers (ORM), database access methods, and application-level database error handling.
• Develop database utilities, including SQL Server Integration Services (SSIS) packages and database scripts, to support application functionality.
• Analyze anticipated data volumes, usage patterns, and agency data requirements to improve database access, processing, and performance.
• Provide technical support to application developers in resolving database-related issues in development and production environments.
• Collaborate with Database Administration teams to identify, troubleshoot, and resolve database performance issues.
• Prepare,maintain, and obtain approval for system design specifications, technical documentation, and programming documentation.
• Configure system settings and options to meet application functionality,performance, and business requirements.
• Plan,develop, and execute unit testing, integration testing, and user acceptance testing (UAT) to validate system functionality.
• Assist with application deployments, releases, and migrations across Development,Quality Assurance (QA), and Production environments.
• Follow secure web programming, application development, and deployment best practices.
• Adhereto established coding standards, unit test coverage requirements,automation practices, and continuous integration processes.
• Work closely with internal teams and external vendors to ensure effective site architecture, system performance, reliability, and content delivery.
• Troubleshoot technical issues related to backup configuration, data recovery, systemoperations, and application performance.
• Develop and implement temporary workarounds and permanent technical solutions toresolve customer and system issues.
