Responsibilities
  • Analyze and evaluate applications for workers’ compensation insurance policies.
  • Service policies and resolve underwriting issues that are potentially difficult, sensitive, or costly to NYSIF.
  • Determine if the policy is properly underwritten.
  • Analyze previous loss and premium data to price coverage.
  • Define, restrict, or qualify policy coverage.
  • Review audits and renewals.
  • Represent NYSIF at Hearings before the Workers’ Compensation Board and testify in depositions and trials as an expert witness.
  • Correspond frequently with policyholders or their representatives, brokers, and NYSIF departments concerning payroll and premiums, coverage, classifications, experience rating, certificate of insurance, endorsements, laws, rules, and procedures.
  • Other related duties and responsibilities as necessary as assigned.
Minimum Qualifications

Underwriter 1:

  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Eligible titles include, but are not limited to:
    Administrative Specialist 1, Investigator 2 (Compensation Claims), Policyholder Services Representative 1, Claims Service Representative 1, Claims Services Representative 1 (Disability Benefits); OR
  • Six years of experience
    * assessing and defining insurance risks and performing technical services in underwriting Workers' Compensation or Disability Benefits claims cases.

Underwriter Trainee 1:

  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Eligible titles include, but are not limited to:
    Investigator 1, Assistant Insurance Fund Services Representative, Program Aide; OR
  • Four years of experience
    * assessing and defining insurance risks and performing technical services in underwriting Workers' Compensation or Disability Benefits claims cases.

** An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.**

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
