Paralegals and Legal Assistants are responsible for assisting with the intake, investigation, and resolution of complaints under the Human Rights Law, maintaining knowledge of HRL and related anti-discrimination laws, and providing professional and courteous service to complainants and party/ witnesses. The role requires accurate data entry into case management systems and collaboration with Agency Program Aides and supervisory staff.
Duties Description- Bilingual requirement:
Spanish is required for one of the candidates. - Interacts with the public and Division staff, responding to general oral and written inquiries regarding the Division, the complaint process, the rights and responsibilities of parties and witnesses, and specific complaints brought under the Human Rights Law. Communicates in a professional and courteous manner and seeks assistance and supervision when appropriate. Maintains knowledge of the HRL, other anti-discrimination laws, and current Division policies and procedures.
- Assists complainants with information and completion of complaint forms. Enters data into case management systems within the same day if possible, but no longer than three workdays.
- Conducts interviews in a timely manner and strives to support parties in reaching an acceptable resolution of complaints. Follows guidelines and documents conciliation attempts in case management systems within the same day if possible, but no longer than two days. Maintains knowledge of best mediation and negotiating practices as training is provided.
- Conducts investigations by organizing documents, developing the investigation, speaking with parties and witnesses, documenting and tracking case events, and generating forms, recommendations and reports. Reviews complaints promptly, identifies jurisdictional issues, dually filed cases, or deficiencies, and initiates dismissals, follow-up, or corrective actions as appropriate. Develops strategies and applies knowledge of HRL and related anti-discrimination laws to investigations. Prepares objective, precise, and concise reports within three business days of interviews and enters data into case management systems within three days of receipt.
- As required, conducts outreach activities to foster positive community relationships. Provides accurate information and referrals and, to the extent possible, develops presentation and public speaking skills to offer technical assistance such as training and presentations related to the HRL to community groups, educational institutions, businesses, and other organizations.
