Location: New York

As a Project Manager, you will have the opportunity to:

  • Manage all aspects of and approve the execution of Job Orders and Supplemental Job Orders within designated thresholds.
  • Supervise and coordinate with Design & Construction staff, consultants, and contractors.
  • Oversee all functions necessary to provide value-added services to client agencies for full and modified service projects.
  • Manage JOC contracts at the project level and monitor JOC contract activity at the job order level, including work assignments to trade contractors, contract expiration dates, encumbered funds, and available contract funds. Review recommendations for executing contract options, amendments, and bidding of new contracts when applicable.
  • Assist with planning and scheduling JOC contract solicitations, including identifying contractors by trade and region, reviewing bid documents, and tasks related to the Recommendation to Award process.
  • Identify problems or delays in JOC Procurements and coordinate with stakeholders to evaluate and implement solutions.
  • Work with management, staff, clients, and contractors to manage all aspects of processing assigned Job Orders.
  • Review contractor availability for JOC Service Requests, considering contract activity, workload, and performance.
  • Review, evaluate, approve, or assemble work order packages for approval in accordance with JOC Program procedures.
  • Identify issues in JOC work order processing and coordinate solutions with stakeholders.
  • Ensure proper record and file maintenance per policies.
  • Develop, monitor, and maintain project records and reports, including data entry and manipulation in applications and databases.
  • Coordinate with Construction and Design staff, contractors, consultants, and clients to understand project scope, evaluate construction tasks, review and approve price proposals, and ensure efficient organizational processes.
  • Read, interpret, and understand plans, specifications, reports, bid materials, and contracts. Recommend solutions to issues.
  • Maintain knowledge of JOC Program Procedures, procurement policies, and developments in public procurement and job order contracting.
  • Assist in monitoring performance measures, goals, and objectives for the JOC unit.
  • Develop and maintain program-related reports, spreadsheets, logs, charts, and databases.
  • Conduct joint scope meetings and project coordination meetings.
  • Ensure JOC contractor compliance with all procedures.
  • Coordinate with the Division of Construction to ensure timely project delivery and adjust project scope, fee, and schedule as needed.
  • Assist in reviewing and evaluating JOC contractor performance.
