Job DescriptionAHRC NYC is seeking an Assistant Regional Manager (ARM) to oversee their Employment Business Services programs in Staten Island. The role of the ARM is to support the Regional Managers in all areas—including account management, contract operations, customer services, staff training, and account development. The ARM will actively assist the Regional Manager(s) and Regional Operations Director in troubleshooting and stabilizing problematic sites, strategically implementing schedules and systems to make accounts more self‑sufficient, and promoting growth.
The ARM will also be responsible for the proper training of all supervisory staff (Senior Coordinating Foreperson, Foreperson, Production Specialists, Lead Porters) and will research and identify appropriate resources for the cost analysis necessary to the bidding process.

Essential Responsibilities- Assign tasks and inspect completed work for conformance to contract standards.
- Manage, order, and monitor supplies and equipment within budgetary constraints.
- Meet all site‑specific budgetary and compliance guidelines regarding labor.
- Resolve workers’ problems (e.g., poor performance, punctuality, attendance, inappropriate behavior) or refer matters to the appointed supervisor, train new workers, record hours worked, and recommend discharge of incompetent workers as needed.
- Maintain accurate personnel records, including annual staff evaluations, communication memos, and disciplinary actions.
- Act as a backup for the Senior Regional Manager when on vacation or special assignments, reporting directly to the Regional Operations Director.
- Serve as a trainer and teacher for supervisory staff across all regions, providing practical and safe methods for landscaping, cleaning, and snow‑removal services to all accounts.
- Demonstrate knowledge of OSHA standards and reinforce them through training and instruction.
- Implement work schedules, inventories, backup relief systems, and periodic schedules.
- Manage labor hours to meet the 80% employment ratio of individuals with developmental disabilities.
- Communicate professionally and accurately within and outside the department (e.g., HIRE, Careers, NYSID, customers).
- Complete and respond to all Quality Assurance Reviews (at least once per quarter for each site).
- Collect monthly billing in a timely manner (no later than the 5th day of each month, preferably closer to the 1st), including proper billing of periodical work, time‑card collection, sign‑in sheets, and hour calculation for various contracts.
- Submit payroll no later than the end of each week, ensuring accurate records and that employees are paid correctly using the Tele‑time system; review and approve trainee payroll weekly and direct labor payroll bi‑weekly.
- Maintain accurate inventory of all cleaning supplies and equipment.
- Track vacation time off for regular employees and fully utilize permanent reliefs assigned to the region.
- Secure bids on any machinery or equipment exceeding $1,000.
- Act as a working supervisor, organizing and working with periodic work crews (e.g., floor or carpet maintenance).
- Provide job training for all new and existing employees.
- Supervise the Senior Coordinating Foreman, Field Supervisor, Foreman, Production Specialist, Lead Workers, and Porters.
- Respond to emergency calls, including nights, weekends, and official holidays.
- Track vehicle locations, update insurance cards, registrations, and yearly inspections, and schedule road tests for staff who will drive for the agency.
