JLJ IV Enterprises is a heavy civil contractor that specializes in utilities and road reconstruction projects for the city of New York and is well established with more than 25 years of experience in the industry. The privately owned company works across all 5 boroughs, 7 days a week. JLJ is a vertically integrated company with a rock and dirt transfer station, trucking company, and quarry segment.

JLJ owns, operates and maintains our fleet of over 200 pieces of equipment and vehicles. The company also owns, develops, and manages a portfolio of real estate across commercial, industrial, and residential sectors.

We are currently recruiting for a Safety Director to support both our office and field teams on various sites and across our business verticals.

The Safety Director is responsible for developing, implementing, and overseeing the company’s safety and health programs to ensure compliance with federal, state, and local regulations. This individual will lead safety strategy across all projects, foster a proactive safety culture, and provide expert guidance to executive leadership. They will also liaise with city agencies, insurance companies, and safety consultants. The ideal candidate is an influential leader with deep civil construction experience, strong communication skills, and a proven record of improving safety performance in a multi-project environment.

JLJIV Enterprises is located in Queens Village, NY and this position would be an in‑person role 5 days a week. Key Responsibilities
  • Develop and execute the company-wide safety strategy aligned with organizational goals.
  • Serve as the primary safety advisor to executive leadership and project teams.
  • Lead continuous improvement initiatives to reduce risk and enhance safety culture.
  • Develop annual safety objectives, KPIs, and strategic plans.
Safety Program Management
  • Oversee and continuously improve the implementation, enforcement of safety protocols/procedures, and training programs.
  • Ensure full compliance with OSHA, EPA, DOT, DEP, DDC, BIC and other regulatory bodies.
  • Oversee subcontractor compliance with our company’s safety requirements from prequalification through completion of their scope of work.
Field Operations Support
  • Conduct regular jobsite inspections, audits, and compliance assessments.
  • Provide hands‑on coaching and mentorship to field staff, superintendents, and project managers.
  • Lead incident investigations, root cause analyses, and corrective action planning.
  • Coordinate job specific safety plans, hazard analyses, and emergency procedures.
  • Oversee the field safety team, ensure compliance of field team with corporate safety objectives, provide weekly/monthly/quarterly/annual reporting.
Training & Development
  • Maintain, implement, and continuously improve corporate safety training programs, annual refresher/retraining, equipment safety, hazard recognition protocols, and auto programs.
  • Ensure consistent training documentation and certification tracking.
  • Mentor and oversee safety coordinators/officers across multiple projects.
Reporting & Compliance
  • Track and analyze safety metrics including EMR, near misses, and leading indicators.
  • Prepare regular safety reports for executives, clients, and regulatory bodies.
  • Oversee workers’ compensation case coordination.
  • Oversee insurance claims and ensure timely and accurate reporting and develop/maintain relationships with insurance providers.
Client & Regulatory Relations
  • Represent the company in safety meetings with clients, regulatory agencies, insurance companies, and industry associations.
  • Participate in bid proposals and preconstruction planning as the safety subject matter expert.
  • Prepare HASPs and all necessary safety related submittals to agencies.
Qualifications
  • 15+ years of progressive safety leadership experience within civil/infrastructure or industrial construction and auto.
