Director of Asset Management - Tax Credit

New York State Homes & Community Renewal (HCR) is the State’s affordable housing agency, dedicated to building, preserving, and protecting affordable housing and increasing home ownership throughout New York State.

Job Summary

The Director of Asset Management – Tax Credit will supervise the Statewide Asset Management Unit (SAMU), overseeing approximately twenty-five staff engaged in monitoring and oversight of more than 1,500 affordable housing developments across NY State. The role requires familiarity with agency rules, State and Federal laws, and is responsible for enforcement throughout the AMU portfolio. The Director will report directly to the VP of HCR’s Statewide Asset Management Unit and will coordinate integration efforts, policy development, and preservation initiatives.

Responsibilities
  • Oversee SAMU staff allocation and resource deployment across four regional offices.
  • Assist in expanding integration of HCR’s 4%, 9%, and Mitchell-Lama teams to streamline policies and identify cross‑training opportunities.
  • Maintain current legal, regulatory, and program requirements and notify staff and stakeholders of changes, including compliance training.
  • Develop policies and procedures to monitor new projects entering SAMU’s portfolio.
  • Review and approve project loan payoffs, management agent changes, ownership changes, and disbursements from HCR reserve funds.
  • Coordinate internal control oversight and periodic portfolio assessments to identify preservation opportunities.
  • Lead preservation efforts to achieve Governor’s 5‑year housing plan goals and support existing programs such as the Preventative Troubled Asset Program.
  • Collaborate with OIHM senior staff to expand integration efforts and eliminate redundant requirements.
  • Coordinate SAMU responses to program audits and implement audit recommendations.
  • Collaborate with HCR program and legal staff on proposed legislation affecting the AMU portfolio.
  • Ensure timely communication with FEHO, Legal, Treasury, Accounting, and other Agency units.
Qualifications Educational Requirements
  • Bachelor’s degree with a minimum of eight years of relevant experience.
  • Substitution options:
    • Four additional years of specialized experience may substitute for the bachelor’s degree.
    • An associate’s degree combined with two additional years of specialized experience may substitute.
    • A J.D. or master’s degree may substitute for one year of specialized experience.
    • A Ph.D. may substitute for two years of specialized experience.
