Location: New York

We’reseeking a Commercial Manager to lead the financial, contractual, and strategic direction of heavy civil and infrastructure construction programs-covering highways, bridges, transit rail, airports, and associated utility and ROW components. In this role, you will define and execute commercial strategies, oversee contract negotiations and procurement workflows, and ensure robust governance across all commercialfacetsof delivery. You will guide risk management, change control, and stakeholder coordination to drive value andmaintainschedule and budget integrity.

This is a full-time, onsite role based in a major metropolitan infrastructure market.

This is along-term, full-time, onsite position located inNewYork City metro area.

Responsibilities
  • Lead all commercial activities across large-scale infrastructure projects, supporting deliveryobjectivesand contractual compliance.
  • Develop and implement contract and procurement strategies, including RFP/RFQ issuance, supplier negotiations, and subcontractor onboarding.
  • Conduct workshops andtrainingson commercial tools, contract frameworks, and procurement systems to align project teams.
  • Administer contracts from initiation through closeout - review amendments, manage change orders, monitor performance, and administer payments.
  • Collaborate with project controls to integrate cost forecasting, earned value metrics, and budget tracking into commercial oversight.
  • Oversee claims and disputes, including impact assessment, documentation, and negotiation, working closely with legal and external counsel.
  • Adviseinternal teams and executive leadership on commercial risks, opportunities, and mitigation strategies.
  • Represent the company in commercial governance forums, delivering status updates, KPIs, and decision-support materials.

Minimum Qualifications
  • Bachelor’s degree in Construction Management, Engineering, Accounting, Business, Legal or related degree.
  • 10+ years of progressive experience managing commercial or contract functions in heavy civil and infrastructure projects.
  • Experience working withvery largecivil infrastructure construction projects. ($500M+)
  • Experience in managing change order processes in accordancewithprocedures and guidelines.
  • Knowledge of construction when working in proximity to active MTA operations.
  • Subject matter expert in heavy civil construction contracts (e.g., DBB, DB, CM/GC, PPP).
  • Knowledge of projectmanagementscheduling and estimating.
  • Knowledge of federal and state regulations and industry safety standards (e.g., OSHA).
  • Knowledge of Roadway Worker Protection, OSHA, and other necessary regulations.
  • Proficiency with Microsoft Office Suite (e.g., Outlook, Work, Excel, etc.), PowerPoint, Adobe Acrobat Professional.
Preferred Qualifications
  • Master’s degree in degree in Construction Management, Civil Engineering,Business, Legal or related degree.
  • Previous experience working within public-sector agenciesor onfederally funded infrastructure programs.
  • Active certifications preferred are Project Management Professional (PMP through PMI), National Contract Management Association (NCMA) certifications such as Certified Professional Contracts Manager (CPCM) or Certified Contract Manager (CCM)

The salary range listed for this role is $155k-$195k/yr ($74-$93/hr). The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
