Community Access was founded in 1974 to provide housing and support for people being discharged from psychiatric institutions. Today, we are one of the leading providers of supportive and affordable housing in New York City, and the originators of an integrated housing model which has become a best practice nationally: affordable housing where families live alongside people living with mental health concerns.

Our staff work daily to support thousands of New Yorkers through supportive and affordable housing, peer-driven residential crisis support programs, training, advocacy, supported education, mobile treatment and other healing-focused services.

Program/Department

Description:

The housing department provides permanent and affordable supportive housing for individuals living with mental health concerns and low-income community residents and families, as well as licensed transitional residential programs for individuals moving from institutions into the community. Services are geared towards assisting people in maintaining their housing and moving forward with their lives in stable community-based environments.

Position Overview

The Director of Housing provides oversight to a portfolio of Community Access housing programs. This individual provides leadership in agency wide activities and initiatives to realize the agency’s mission, values and practice approach; develops policies, procedures and practices to strengthen organizational capacity; mentors, coaches and develops a diverse and team of program directors, managers and direct service workers; ensures accurate and consistent collection and review of data and ensures accountability at all levels to meet agency standards;

prioritizes the evaluation of service offerings, program performance and outcomes to identify and address areas in need of improvement; serves as liaison to key government agencies and represents the agency in the community and other settings.

Key Performance Indicators
  • Develop and ensure ongoing use of Program Manuals and Onboarding Guidelines for department staff.
  • Work with programs to develop/implement/report on Annual QI Projects.
  • Contract Management – take the lead on contract renewals/audit preparation/review and monitor all CAPS.
  • Budget Management – including meeting billing targets, budget planning and oversight of discretionary spending and year end spending in collaboration with the Finance Department.
  • Actively participate in at least two internal committees/work groups and one external committee to network and promote CA values.
  • Lead at least one new departmental initiative to bring in a new best practice, program or initiative annually.
  • Supervise Program Directors with a focus on leadership development, meeting contractual obligations and agency standards including but not limited to completing staff evaluations on time, filling staff and program vacancies, maintaining accountability within department.
  • This includes ensuring 95% occupancy rate for all housing programs.
Job Qualifications
  • Have an understanding, appreciation, and commitment to the philosophy and mission of Community Access.
  • Ability to train and support staff on the implementation of CA values and practice approach.
  • Master’s Degree in related field preferred – work experience within field may be substituted for degree.
  • Minimum of seven years working in supportive housing with people who have a history of homelessness, substance use, and/or mental health diagnosis. required.
  • Minimum of five years of supervisory experience required.
  • Program development and Medicaid compliance experience, preferred
