Your Team
The Disaster Recovery Grant Manager will be a key member of the Compliance & Strategy Team within the agency’s Office of Compliance & Risk Management (CRM). This office includes various compliance, oversight, and hearing functions to ensure fairness, consistency, and equity in both our external and internal engagement. CRM collaborates with programs across HPD to ensure the agency and its partners comply with laws (federal, state, and city), regulatory requirements, policies, and procedures.

CRM is responsible for overseeing the agency’s compliance and risk management functions, liaising with the units and staff responsible for relevant compliance responsibilities, audit responses, site standard adherence for financed construction work, public-facing appeals and hearings, and managing risk for the agency. The Disaster Recovery Grant Manager will be responsible for supporting teams across the agency in managing programs funded by grants received by HPD, with a specific focus on Community Development Block Grant Disaster Recovery (CDBG-DR) grants provided by the United States Department of Housing and Urban Development (HUD) after a qualifying disaster, such as Hurricanes Sandy and Ida.

Reporting to the Executive Director of Compliance & Strategy, the Disaster Recovery Grant Manager will manage cross-agency programmatic and reporting obligations, assist with policies and procedures, and provide technical assistance for CDBG-DR grant funded programs within HPD. The person in this role will work closely and liaise with Offices and Divisions throughout HPD, as well as external partners.
Your ResponsibilitiesThe Disaster Recovery Grant Manager will:
- Coordinate between programs administering CDBG grant funds across the agency as well as external partners, which may include the NYC Office of Management & Budget (OMB), NYC Housing Recovery Operations (HRO), NYC Law Department (Law), NYC Mayor’s Office of Climate and Environmental Justice (MOCEJ), and HUD.
- Carry out the infrastructure already set in place for monitoring, documenting, and reporting internal, contractors’, and subrecipients’ compliance with all applicable governing regulations for CDBG-DR programs and help implement for new CDBG-DR programs.
- Supervise a CDBG-DR Grant Compliance Manager
- Collaborate with administrative and program staff in the implementation of plans, policies, and strategies to ensure effective compliance with federal and program policies, including but not limited to the Offices of Neighborhood Strategies (ONS), Development (DEV), Asset & Property Management (APM), Policy & Strategy (OPS), Finance & Administration (OFA), and Legal Affairs (OLA).
- Provide guidance and resources to HPD staff and contracted parties on requirements and ensure execution in accordance with regulations, including:
- Develop policies and procedures and training manuals/tools
- Assist program oversight of vendor management of partners, including providing technical and procedural guidance in line with program terms, policies, and federal guidelines.
- Assist programs with retaining and maintaining audit-ready records
- Coordinate and communicate with the Office of Finance & Administration to ensure that funding levels and budgetary requirements are followed appropriately as well as:
- Troubleshoot CDBG-DR funding-related issues as they arise; track disbursement of funds
