-based office supporting refugees, asylees, or unaccompanied children, implementing hygiene initiatives in Cambodia, rebuilding projects in Central America, or working remotely from home on fundraising, grant reporting, or critical communications.
The Program Officer, Supplemental PC Programs assists with the delivery of high‑quality resettlement and integration services for refugee populations served through the Preferred Communities Supplemental Programs across the CWS affiliate network. Responsibilities include programmatic implementation and compliance, monitoring, data collection and analysis, program development, training, technical assistance, proposal and report writing, and collaboration with team members. Domestic travel is required. The position is anticipated to be funded through September 29, 2026, with possible extension pending funding availability.
Responsibilities- Maintain up‑to‑date self‑education about resettlement and integration programs and develop specific expertise in the Supplemental PC Programs; ensure others in the unit are informed as appropriate.
- Review PC, MG, and R&P policies, forms, and manuals to stay abreast of changes in program implementation.
- Review, compile, and analyze narrative and data reports submitted by implementing sites for submission to ORR.
- Develop and provide needs‑based technical assistance and training, including e‑learning modules, webinars, in‑person trainings, communities of practice, and one‑on‑one phone calls.
- Assist with analysis of funding guidelines, development or revision of CWS policies, SOPs, and training materials to ensure compliance.
- Contribute to the development of CWS PC proposals and other resettlement and integration proposals; review affiliate proposal budgets and written narratives.
- Contribute to required PC semi‑annual, annual narrative, monthly data reports, and other requested reports.
- Maintain day‑to‑day contact and provide technical assistance to an assigned portfolio of affiliates on overall PC program implementation and services.
- Utilize and develop indicators to measure achievement and evaluate outcomes; identify program trends and make recommendations for improvement.
- Support the supervisor with development and curation of tools, resources, and trainings on relevant themes.
- Provide ongoing training on Preferred Communities reporting, compliance, program management, database use, and best practices in generating matching funds.
- Conduct desktop, on‑site, and ongoing monitoring of affiliates for compliance with program requirements.
- Assist with implementation and compliance of the Preferred Communities Programs, including evaluation of programmatic changes.
- Assist with grant writing, reporting, data collection, and PC affiliate budget reviews for semi‑annual and annual reports and responses to federal requests for proposals.
- Assist with planning, preparation, and implementation at CWS conferences and training events; present when requested.
- Train and guide program monitors to assess compliance and support successful implementation of PC Supplemental programs.
- Represent CWS at internal and external conferences, meetings, committees, and working groups with partners and stakeholders.
- Collaborate with the Refugee and Welcome Services team on relevant training and activities.

- Education and
Certifications:- Bachelor’s degree or equivalent experience.
- Master’s degree in social work, nonprofit administration, or a related field preferred.
- Experience:
- Minimum of 5 years’ experience, preferably in refugee resettlement.
- 2–3 years of experience in a local resettlement affiliate or national office; local affiliate experience strongly preferred.
