Position: SENIOR RESEARCH ANALYST
Location: New York

The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country, HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs.

Under general direction of the Director of Coordinated Entry, the Senior Research Analyst (CRS
3) in HRA's Office of Supportive Housing and Specialized Services is responsible to oversee data collection and reporting from Coordinated Entry systems. The Senior Analyst also reviews and oversees data-analytic work by CE CRS staff, ensures timely dissemination of reports, quantifies and reviews data using various research methodologies for validation, and assists in developing overarching strategies for focused studies to support programs and planning.

Key responsibilities include the annual comprehensive evaluation of the coordinated entry system, data analysis and reporting for the Continuous System Improvement committee, and routine and ad hoc reporting to inform policy and operations.

The Human Resources Administration (HRA) is recruiting one (1) City Research Scientist III to function as a Senior Research Analyst, who will:

Responsibilities
  • Oversee all reporting needs of Coordinated Entry systems, including CAPS, and analyze program and processes that inform data architecture development.
  • Serve as Task Supervisor for City Research Scientist Level I or II CE staff, reviewing staff work, ensuring standards are met, and providing training on data systems and analytic software.
  • Manage design, implementation, and evaluation of pilot or demonstration programs to improve the effectiveness and efficiency of integrity delivery techniques.
  • Act as principal advisor to the Director and Agency Leadership on all data-related efforts for the NYC 15/15 Supportive Housing initiative and evaluation.
  • Coordinate research efforts with interagency partners (DOHMH, ACS, DYCD, CIDI) and serve as liaison for IRB research oversight.
  • Work with the Office of Research and Policy Innovation and ITS to select appropriate research techniques and develop integrity plans, designs, and studies.
  • Monitor administrative CAPS data, develop visualizations, and communicate findings to stakeholders.
  • Support DSS/HRA policy directives and respond to data requests by designing, executing, and analyzing CAPS data, creating ad hoc SQL code, visualizations, and reports.

Minimum Qualifications
  • For Assignment Level I:
    Master’s degree in a relevant field with a specialization in physical, biological, or environmental science or public health.
  • For Assignment Level II and above:
    Doctorate degree with a specialization in an appropriate field and at least one year of full-time supervisory or research experience, or a Master’s degree with at least three years of responsible full-time research experience. All candidates must have at least a master’s degree and at least two years of required experience; a prior City Research Scientist Level I tenure can substitute.
Preferred

Skills
  • Working knowledge of NYC homeless assistance and supportive housing systems.
  • Knowledge of federal, state, and local social service programs.
  • Excellent analytical skills.
  • SQL programming experience.
  • Statistical software experience (SPSS preferred, STATA or SAS helpful).
  • MS Excel, Word, and PowerPoint.
  • Working knowledge of NYC’s Coordinated Assessment and Placement System (CAPS).

Residency Requirement:
New York City residency is generally required within 90 days of appointment.
