Duties Description The incumbent for this position will primarily administer the Freshwater Wetlands (ECL Article 24) and Protection of Waters (ECL Art. 15) Programs for Jefferson and Lewis Counties and provide occasional support to staff in St. Lawrence County. There is over 100 miles of Lake Ontario/St. Lawrence River shoreline in Jefferson County, as well as significant classified stream and wetland resources throughout the two-county area.
This administration would include, but not be limited to, public education, wetland delineations, project plan review, enforce Articles 15/24 permit conditions, investigate resource damage violations, and assist other Bureaus and Divisions requiring Bureau of Ecosystem Health (BEH) input (e.g., Environmental Permits, Fisheries, Division of Law Enforcement, etc.). This incumbent will also assist with hydroelectric, linear power transmission, and solar facility project review as necessary.
The incumbent would be expected to support BEH staff throughout the region as program priorities necessitate, and contribute time to statewide initiatives, teams, and special assignments.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

or Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
