Office of Police Operations Recruiting – Supervising Special Officer II (70817)
The Department of Social Services (DSS) comprises the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and providing essential benefits, while DHS prevents homelessness. HRA’s Office of Police Operations (OPO) is recruiting for one (1) Supervising Special Officer II who will:
- Be responsible for ensuring that the highest level of security is provided at an assigned HRA location
- Prepare and maintain records and reports of all incidents reported by Field Sergeants and Captains
- Develop security measures based on inspection and incident statistics
- Coordinate the schedule of security staff assigned to HRA locations; maintain attendance records for field staff
- Schedule, supervise and evaluate the performance of Supervisor Special Officer Level I and Special Officers assigned to HRA locations to ensure that security policies are strictly adhered to, and that City/HRA rules and regulations with respect to security and workplace violence prevention policy is enforced.
- Plan and participate in training for security personnel; and evaluate training needs based upon security reports and evaluation of field staff.
- Make recommendations to management in order to increase level of security; perform administrative tasks, as directed; and determine the seriousness of incidents as well as make proper and timely referral to PO management and/or law enforcement agencies.
- Assist in arrest processing procedures including the transport of prisoners to precinct of arrest and then lodge the prisoner at borough central booking facility; or return prisoners with active arrest warrants to issuing borough Criminal Court concerned. Also establishes relationship with local NYPD Police Precincts in order to ensure an effective law enforcement response when needed and that necessary police action is taken when required.
- Have knowledge of the HRA Police Patrol Guide, HRA Police Directives, NYS Penal Law, NYS Criminal Procedure Law, HRA Policies and Procedures and any other relevant laws and/or guidelines required to be enforced or acted upon in the performance of their duty.
- Act as a City-Wide Borough Commander, or a Borough Commander or fill in for a Borough Commander during their absences.

A four‑year high school diploma or equivalent and one year of full‑time satisfactory experience in law enforcement, protection or security. All candidates must be qualified to serve as Peace Officers and maintain certification.
For Assignment to Level II: one year experience as Supervising Special Officer Level I or supervisory experience in law enforcement, protection or security.
For Assignment to Level III: two years experience as Supervising Special Officer or supervisory experience with at least one additional year in a supervisory or administrative capacity.
